The Pacific East District’s planning and delivery of professional learning promotes collaboration and collegiality to improve learner performance and organizational effectiveness, as evidenced by:
Developing and implementing the Pacific East Professional Learning Plan and monitoring its professional learning outcomes
Creating a framework for educators within the Pacific East District to engage in collaborative discussion focused on student performance through Focused Collaboration
Monitoring impact of professional learning by reviewing DoDEA Comprehensive Assessment System (DoDEA-CAS) results using the DoDEA Pacific East Data Management System (PEDMS)
Developing a district strategic plan with identified strategic themes that provides a focus and direction for professional learning
Utilizing Internal Review Visits to monitor effectiveness of professional learning systems within schools
Implementing collaborative learning opportunities aligned to DoDEA’s College and Career Ready Standards (CCRS)
The district will continue to solidify a formal process of professional learning evaluation using the ADDIE model. All district leaders and educators will receive training on the process and support schools using the Kirkpatrick Levels of Evaluation to determine the effectiveness and impact of professional learning.
The Professional Learning Critical Initiative Working Group will continue to support the schools by developing professional learning plans, designing, guiding, and building teacher leader capacity.
The Continuous School Improvement (CSI) Network provides opportunities for CSI teams to engage in professional learning, share best practices and collaborate on methods to improve schools. The Continuous School Improvement Network supports leadership development by providing learning and collaborative opportunities for school leaders in relation to continuous school improvement. This work has led to improvement in school performance in our Pacific East District Internal Review Visits (IRVs).
DoDEA’s College and Career Ready Standards (CCRS) provide rigorous standards and curriculum that frames instructional standards and expectations in support of the highly-mobile military-connected students in DoDEA. The Pacific East District provides ongoing professional learning to improve educator professional practice at the district and school level in support of improving student learning.
Educators utilize results from the DoDEA-CAS during their work in Focused Collaboration to determine instructional paths forward for students. In order to implement a collaborative, structured approach to ensure assessments are consistently implemented with fidelity. The strategic themes of discourse, digital learning, and project based learning are embedded in professional learning as a result of DoDEA summative assessments.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators are provided with the expectation to engage in five learning walkthroughs each week and use the LWT as a method to monitor that students have equitable access to learning opportunities in all classrooms. Administrators and Instructional Systems Specialists (ISS) engage in walkthrough calibrations and collaborate to gain a better understanding of what high quality instructional practices look and sound like. The collaboration has led to improvements in the application of the DoDEA Learning Walkthrough.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement. All educators engage in Focused Collaboration on a weekly basis. Educators review evidence of student learning and use this information to make instructional decisions to ensure equitable access to learning opportunities.
Within the Pacific East District, Internal Review Visits (IRVs) are the method in which the schools’ continuous improvement is measured. The annual IRV process provides the district with insight into areas of growth for schools. Schools report their progress toward four district-selected Cognia Standards focusing on their continuous improvement structure (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Administrators and continuous school improvement (CSI) chairs participate in IRVs as a way to improve their professional practice and learn best practices for improving schools from their peers. Each school’s IRV results are reported in an outbrief. The results always acknowledge areas of strength and success, and suggest opportunities for growth. As the district builds capacity by inviting administrators to participate in more IRVs across the district, there is a noticeable improvement in IRV results.
The Pacific East District Leadership Development provides administrators with a variety of learning opportunities to develop their professional practice. Professional learning opportunities for leaders include leadership summits, complex huddles, CSI Networking Days, CSI Complex Days, Leadership Meetings, principal and assistant principal learning networks, and coaching opportunities. The establishment of this process has led to an increase in leadership’s understanding of the common Pacific East processes while also promoting collaboration and collegiality.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model of Evaluation to describe how the district will evaluate the results, behavior, learning, and participant reaction to the professional learning. Collaboration is embedded in the plan and is recognized as essential to organizational effectiveness.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee, aligns with standard 3.2 as it arose from feedback from stakeholders in requesting direction for schools, administrators, and teachers across the district in alignment with DoDEA’s goals and initiatives. The plan includes Critical Initiative Working Groups with members in various positions across the district. The working groups collaborate to develop effective policies and structures in support of the Strategic Plan.
DoDEA personnel are required to complete a series of mandatory training annually to remain in compliance with DoD regulations and improve organizational effectiveness.
The Pacific East utilizes DoDEA’s online comprehensive learning platform to conduct a multitude of training, including ethic training. This system provides all DoDEA employees with an individualized professional learning platform that helps to sustain and grow the DoDEA workforce.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the Pacific East District.
The Master Calendar aligns with the Pacific East District purpose by providing clear guidance and direction for schools regarding professional learning and events in the district.
The Pacific East implemented the Pacific East Data Dashboard to make data more easily accessible to colleagues throughout the district. The dashboard houses data from DoDEA-CAS and also provides schools with an opportunity to add their own school specific data. Improved access has provided support for both the Pacific East Data Management System and Focused Collaboration as providing educators with improved abilities to gather, analyze and use data to discuss ways to improve student learning.
