The Pacific East District has positively impacted its ability to attract and retain qualified personnel who support the system’s purpose and direction as evidenced by:
Partnering with CHRA to streamline the hiring process for new DoDEA employees
Offering coaching through professional learning Instructional Systems Specialists (ISS) to educators
Providing coaching for ISS, school administrators, and district leadership through the Center for Instructional Leadership (CIL)
Implementing the Strategic Plan to include Onboarding, Mentoring, and Coaching, and Leadership Development critical initiative working groups to provide ongoing support for educators and school leaders
The Department of Defense Performance Management and Appraisal Program (DPMAP) aligns with standard 3.4 as it serves as the professional evaluation system within DoDEA. The DPMAP process provides professionals within DoDEA with performance elements aligned with expectations regarding their role. Evaluators engage in beginning-of-the-year, middle-of-the-year, and end-of-the-year meetings with each educator. The DPMAP process outlines the frequency of evaluations for educators. Administrators receive ongoing professional learning which establishes clear and common expectations regarding the evaluation system. The implementation of the DPMAP process across DoDEA has led to a cohesive and consistent process for evaluating educators across the Pacific East District.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement.

Manpower
The Pacific East District Forward Integrated Support Teams (FIST) provides policies to guide school and district operations in alignment with the identified goals of the district. All schools demonstrate alignment with the DoDEA guidelines and policies.
Two divisions under the FIST component that greatly support 3.4 are Human Resources and Manpower.
DoDEA has had a positive impact on mainstreaming the hiring process and getting new hires to their assigned location, providing HR services housed in the district, and housing a manpower specialist in the district.
The Pacific East District Leadership Development provides administrators with a variety of learning opportunities to develop their professional practice. Professional learning opportunities for leaders include leadership summits, complex huddles, CSI Networking Days, CSI Complex Days, Leadership Meetings, principal and assistant principal learning networks, and coaching opportunities. The establishment of this process has led to an increase in leadership’s understanding of the common Pacific East processes.
The Pacific East District engages the Northeast Asian Teachers Association (NEATA), the teacher association for the district, in a strategic partnership to help develop collaboration between district and school leadership and educators in the district. Through the use of surveys and Joint Cooperation Committees the Pacific East District and NEATA has increased cooperation and collaboration in maintaining the Pacific East’s One Team, One Vision.
The Pacific East District utilizes ongoing professional learning opportunities to ensure all educators provide 21st century learning for all students. Professional learning includes a focus on student-led discourse, project based learning, and integrating digital learning.
The Professional Learning Critical Initiative Working Group provides an overall structure to the professional learning in our district, the additional six critical initiative working groups also provide structures for professional learning.
The Pacific East District partners with the DoDEA Human Resources Division to provide a quality education for the children of our military and eligible civilian personnel stationed in the Pacific East District through the implementation of automated systems to enhance our educator recruitment process, track the timeliness and accuracy of our personnel action processing, process travel orders and entitlements, and track the timeliness and accuracy of pay related inquiries and grievances. Through this, the Pacific East District continues to recruit, develop, and maintain a talented workforce.
Administrators have access to the DoDEA Administrator Guide on their computer desktop in order to quick access to the resource.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the Pacific East District.
The Employment Application System (EAS) allows educators seeking employment with the Department of Defense Education Activity (DoDEA) the ability to submit and manage their applications online. Applicants may update their application information annually.
The DoDEA Licensure Unit has the responsibility of ensuring that all educators have satisfactorily completed their requirements for a given teacher's certificate. This also assures the public that only properly trained individuals are allowed to instruct and administer academic programs in DoDEA.
The Pacific East District participates in the DoDEA Principal of the Year Program. The Pacific East District, as part of the Pacific Region, accepts nominees for the Pacific Region Principal of the Year to celebrate excellent leaders within the Pacific East District.
The pay for DoDEA overseas educators and administrators in the Teaching Position (TP) pay plan is based on the pay for similar positions in urban school districts in the United States of 100,000 or more population. An educator's pay is based upon the educational level of the employee and the number of years of creditable experience.
The organizational structure, assigned functional responsibilities, and workload demands and complexities regulate the use of DoDEA manpower to perform high priority, mission essential functions at the school and above school levels. School level workforce allocation is based on approved staffing standards (pupil to teacher ratios) whereas above school level manning requirements are based on organizational responsibilities, workload distribution, functional requirements, and strategic plans.
In an effort to celebrate excellence in its employees, the Pacific East District actively participates in the DoDEA Teacher of the Year Program. Through this program and process, the district selects one teacher each year for their work in Pacific East schools.
Effective January 2009, DoDEA changed its business process for rating professional teacher applications. Minimum Academic Preparation and Requirements and Information, to include State endorsements (as DoDEA determines comparable to DoDEA's teacher categories), official transcripts reflecting 50%, (12/24 or 15/30 semester hours) of the course work in the content area, AND professional teacher education (9/18 semester hours), must be considered with each position.
The Pacific East District develops job descriptions for all positions within the district. These job descriptions are utilized when hiring new Pacific East employees.
