The Pacific East District’s Blueprint for Continuous Improvement positively impacts student learning, as evidenced by:

The Pacific East District has focused on realizing its motto of One Team, One Vision by building capacity through increasing the opportunities for stakeholder voices to be part of the improvement process, assessing and adjusting systems, and focusing on using data to inform decisions.
The Internal Review Visit (IRV) process became the cornerstone for monitoring quality assurance throughout the district and as the catalyst for adjusting systems. Examples of system modifications include:

In SY 20-21, the continuous improvement leadership team expanded through the implementation of the Pacific East Steering Committee. This team is comprised of an administrator from each of our six complexes, five instructional systems specialists, two teacher representatives, and district leadership representation. One of the first products of the Steering Committee was the Pacific East Strategic Plan, which structured the seven critical initiatives and created a realistic, collaborative, comprehensive approach to continuous improvement.
Aligned with the Pacific East Strategic Plan, the Pacific East District is focused on the strategic theme of student-led discourse, and maximizing continuous improvement through the work of seven critical working groups:

Each of these groups have revised and produced a long-range plan moving forward from this school year.
In effort to build capacity as One Team, One Vision, the Internal Review Visit (IRV) teams were expanded to have more school administrators and teacher leaders participate in IRVs outside their immediate complex. Consequently, participants are able to develop a deeper understanding of what our schools are doing across the district.
In response to an assessment made during the Spring 2021 IRVs, the Pacific East District designed and implemented the Pacific East Data Dashboard, to make data readily available for all faculty members.
The Pacific East District will continue to operationalize its Strategic Plan through the district-wide implementation of two strategic themes, including digital learning (SY 22-23) and project based learning (SY 23-24). Additionally, the Steering Committee will assess the needs of the district's continuous improvement endeavors and adjust the critical initiative working groups as needed.
The Pacific East District will continue to assess and adjust the IRV process to monitor quality assurance throughout the district. The district will also continue the improvement process through assessment and adjustment of systems to maximize our resources and outcomes.
The Pacific District uses their allocation of funds to provide clear, consistent, and equitable support to lead to school improvement.
The Continuous School Improvement (CSI) networking sessions serve as opportunities for continuous school improvement teams within schools and complexes to engage in professional learning, share best practices, and collaborate on methods to improve schools. The Pacific East District supports ongoing school improvement by facilitating and providing these opportunities to schools. The district and school work collaboratively to develop district and school goals and action plans. The Pacific East District has improved the process for the Continuous School Improvement Network by adding more collaborative opportunities, monitoring participant feedback, and adjusting the process in response to CSI network participant feedback.
DoDEA’s College and Career Ready Standards provide the rigorous standards and curriculum necessary for educators to improve student learning. The Pacific East District provides ongoing professional learning to improve educator professional practice in support of student achievement. The ongoing implementation and timeline for the rollout of College and Career Ready Standards provides guidelines and expectations regarding rigorous instruction for students. DoDEA implemented the College and Career Ready Standards following research which determined a need for alignment with school systems in the United States to meet the needs of military-connected students.
DoDEA’s Comprehensive Assessment System (DoDEA-CAS) provides the measurement and monitoring tool to determine whether the Pacific East District is increasing student learning. Educators utilize results from the DoDEA-CAS during their work in Focused Collaboration to determine instructional paths forward for students. The Pacific East District has demonstrated growth regarding student performance on DoDEA-CAS assessments.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators are provided with the expectation to engage in five learning walkthroughs each week and to provide educators with feedback regarding their instructional practices as a means to develop further professional practices among educators.
The Pacific East District’s set expectations has led to increases in the usage and implementation of the DoDEA Learning Walkthrough tool.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement. All educators engage in Focused Collaboration and are provided with direction and guidance regarding the work of Focused Collaboration on a weekly basis. Educators review evidence of student learning and use this information to make instructional decisions. The guidelines and expectations set by the Pacific East District have led to improvements in the understanding and implementation of CCRS and district initiatives, as well as a common schedule, calendar, and framework to ensure consistency across the district.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East measures school continuous improvement.
The IRV process, which happens on an annual basis, provides the district with insight into areas of growth and ways to provide support for schools. Schools provide their progress toward four district-selected Cognia Standards focusing on continuous improvement (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). Administrators and CSI chairs participate in IRVs as a way to improve their professional practice and learn from peers regarding best practices for school improvement. Results from the IRVs suggest growth in the aforementioned “power standards'' across all schools in the district.
The Pacific East District Leadership Development provides administrators with a variety of learning opportunities to develop their professional practice. Professional learning opportunities for leaders include leadership summits, complex huddles, CSI Networking Days, CSI Complex Days, Leadership Meetings, principal and assistant principal learning networks, and coaching opportunities.
The establishment of this process has led to an increase in leadership’s understanding of and implementation of the district’s Strategic Plan and the system’s processes.
The Pacific East District developed the levels of support as a means to determine resource allocation regarding support for schools. This provides a structured and strategic framework for the district to support school improvement. The Levels of Support, while a new system, has led to alignment within the district office regarding methods of supporting schools, as evidenced through the calendar and ISS travel planning.
The Pacific East Data Management System (PEDMS) aligns with standard 2.12 as it was developed as a system for the district, schools, teams, and teachers to engage in ongoing data analysis. PEDMS provides schools with a structured approach to analyzing and using data. The implementation of PEDMS enables schools and the district to measure and examine student learning and school improvement in alignment with their continuous improvement process.
The district’s and schools’ goals are embedded in the PEDMS process.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district. The plan uses the Kirkpatrick Model of Evaluation to describe how the district will evaluate the results, behavior, learning, and participant reaction to the professional learning opportunities within the district. Data is used to improve our professional-learning structure in support of student learning.
The Pacific East Steering Committee serves as the continuous school improvement team for the district as it is made up of various stakeholders. This team provides their insight and feedback into district decisions and examines various aspects of the district improvement plan. The development of the Steering Committee arose from an examination of the Pacific East District and the need to implement a system for decision making involving varying stakeholders.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee, aligns with standard 2.12 as it arose from feedback from stakeholders in requesting direction for schools, administrators, and faculty members across the district in alignment with DoDEA’s goals and initiatives.
The Pacific East District focused on SQF A: Clear Direction and SQF B: Healthy Culture and engaged in work to ensure that they provided all schools with the district’s expectations, vision, and direction in alignment with the district purpose statement. The focus on SQF A: Clear Direction, led to the development of the district strategic plan. Following the successful improvement in developing a clear direction, the Pacific East District decided to focus on SQF B: Healthy Culture and SQF D: Impact of Instruction.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the continuous improvement work of the Pacific East District.
In the spring of 2021 RAE instituted a new process to put the 50+ Curriculum and Student Services Programs on a five-year review cycle to evaluate program implementation and effectiveness. Thus are, three evaluations have been completed:

The Master Calendar aligns with the Pacific East District continuous improvement process by outlining professional learning and internal review visits in the district.
The Pacific East implemented the Pacific East Data Dashboard to make data more easily accessible to colleagues throughout the district. The dashboard houses data from DoDEA-CAS and also provides schools with an opportunity to add their own school specific data. Improved access has provided support for both the Pacific East Data Management System and Focused Collaboration as providing educators with improved abilities to gather, analyze and use data to discuss ways to improve student learning.
