The school nurse serves as the health service expert, providing health care to students/staff and implementing interventions that address both actual and potential health and safety conditions.
The school nurse collaborates with the school administrator to promote the health and academic success of students and serves as the liaison between the school, community, and health care systems. This collaborative effort creates opportunities to build capacity for self-care, resilience, and learning.
The school nurse’s responsibilities include:
Providing leadership in promoting personal and environmental health and safety by managing communicable diseases
Monitoring immunizations
Providing consultation and health-related education to students and staff to promote school health and academic success
Providing quality health care and intervening with actual and potential health problems through health screenings, health assessments and nursing interventions,
Developing healthcare and emergency care plans to enable students to safely and fully participate in school
Providing case management services to direct care for students with chronic health conditions, to ensure their safety, and to increase their access to the educational program
Collaborating with school and community-based resources to reduce health-related barriers to student learning, to improve access to healthcare, and to develop school-community partnerships to support academic achievement and student success.
The Pacific East has positively impacted School Health Services (School Nursing Program) as evidenced by:

Increased staffing so that each school now has at least one full-time school nurse (RN)
Supporting and monitoring influenza vaccination compliance, leading to rates above 90% in our schools by mid-January.
Assisting with supplies provided not only by each school’s budget, but also by local medical treatment facilities per agreement, DoDEA Headquarters, and the Pacific East District.
Providing training to relevant school staff in the areas of first aid, CPR, AED, Concussion, Epi-Pen usage and recognition of Anaphylactic Shock; signs, symptoms and responses related to diabetes and other medical conditions.
Several Regulations, Service Guides and Administrative Instructions developed by Headquarters are in use across DoDEA. DoDEA also has a few websites related to school health services and school nurses. During the 2016-2017 school year, DoDEA Headquarters (HQ) implemented the following changes:
Policy changes including the response to Head Lice.
Creation of new forms for school nurses
The implementation of quarterly trainings for school nurses to allow for ongoing professional learning
During this school year, the Pacific East District was supported regionally by an Instructional Systems Specialist (ISS) with several other responsibilities who was not a registered nurse. School nurses in the Pacific East developed staff presentations about head lice and DoDEA schools’ expected response to health situations.
In the 2017-2018 school year, DoDEA HQ focused on and provided support with the following for school nurses:
HQ School Nurse ISS stressed the importance of privacy regarding students with head lice
Continuation of quarterly trainings for School Nurses, now in the Schoology Learning Management System (LMS) platform
The revision of medical forms
As part of the Pacific Region, school nurses received guidance for students being medically evacuated out of the area. In this school year, guidance was now provided by a Pacific East ISS. A School Psychology/504 ISS was assigned to support the School Nursing Program. Under this new structure, the ISS conducted the following:
Created a Pacific East Pupil Personnel, 504, and Crisis Teams Google Shared Drive with a folder specifically for school nurses, while also providing nurses access to other folders relevant to their work
Created spreadsheet of staff members being trained in First Aid/CPR/AED and tracked substitutes required to fulfill the training
Collaborated with school nurses to determine a list of needed supplies which was used to determine funding for following years with the items being purchased in a later fiscal year
Monitored completion of the quarterly trainings in the DoDEA Schoology course: School Nursing Professional Learning to ensure common understanding by all school nurses
In the 2018-2019 school year, updates regarding Department of Defense and United States government policy and processes were made. The updates were disseminated by the Pacific East District to school nurses. The updates included:
Updated guidance related to worker’s compensation
A prioritized list of expectations for school nurses to do on early return days before school starts in the fall
Updated School Nurse Performance Elements under the DoD Performance Appraisal System, Defense Performance Management and Appraisal Program (DPMAP)
The National Association of School Nurses (NASN) Delegation process would be used by school nurses when training others to perform in their absence/unavailability
In addition to changes from the Department of Defense, the following updates were made by DoDEA Headquarters and disseminated by the Pacific East District:
Revisions to the health assessment and other medical forms stored in Aspen’s Healthspot. This was designated as the central location for storing information
Updates to the Accident Injury Reporting (AIR) guidance including providing a draft, matrix, and flowchart
Creation of a visual step-by-step sheet explaining how teachers can see and create lists to show student medical alerts
Continuation of quarterly trainings for school nurses to allow for ongoing professional learning
At the DoDEA Pacific Region level, the following occurred during the 2018-2019 school year:
Lead nurse in the region sent an email to all Pacific Region school nurses with reminders of specific policies and attached helpful documents
Encouraged school nurses to participate in the Overseas School Health Nurses Association (OSHNA) Asia Conference
Clarification regarding emergency health plans and 504 plans was provided
In the Pacific East District, the following tasks were completed:
School visits were conducted for direct support and program reviews
School nurses were encouraged to share training presentations for beginning of year trainings on bloodborne pathogens and epi-pens to create one common presentation across the district
Created a form school nurses could use when reviewing Social/Family/Medical forms completed by parents as part of the special education assessment process
Explained purchase process for paying for First Aid/CPR/AED classes to establish a common understanding across the district
Shared procedures for withdrawing students, and end and beginning of year procedures to ensure common processes
During the 2019-2020 school year, DoDEA Headquarters shared the following policy changes and improvements were made which were disseminated by the Pacific East District:
Essential Oils were classified as medication and treated as such
Videos about handwashing and covering sneezes and coughs were shared
Clear guidance for training non-registered nurses to safely administer medication was shared
Provided access to an Aspen Health Management Training Guide
Clarified Aspen position types, roles and rights, an important distinction when utilizing subs or technicians for the school nurse
Continuation of quarterly training for school nurses
The Pacific East District engaged in the following to support school nurses:
Provided a welcome letter including a monthly checklist and some forms for nurses
Shared updated immunization requirements and deadlines
Developed a school nurse Focused Collaboration group to allow for more opportunities for collaboration amongst nurses including collaborating on example parent letters and substitute binders
School nurses developed a list of COVID-19 related questions to ask the representative making decisions about military and SoFA status individuals in Japan and to ask the local medical treatment facility (MTF).
Created a central location for inventory to be entered by schools to request supplies.
School nurses helped develop and follow the procedures for returning medications to parents and accepting signed forms
During the 2020-2021 school year, DoDEA Headquarter (HQ) provided the following guidance, which was disseminated by the Pacific East District:
Guidance related to mental health response for students in remote learning settings or DoDEA Virtual School
Guidance regarding the DoDEA Hearing Conservation policy, impacting mostly music and PE teachers
Updated guide for reporting accidents and injuries
Lists of expectations for the end of the year, early return days prioritized to show what needs to happen before students return, and for tasks to do while students were in remote learning
Quarterly training for all school nurses
At the Pacific Regional Level, a lead nurse in the region supported Aspen needs and was available to answer questions only a nurse can answer when time-difference between HQ and the Pacific might cause issues. As the Pacific East ISS is not a registered nurse, the lead nurse provides guidance regarding:

HQ School Nurse ISS stressed the importance of privacy regarding students with head lice The best way to protect confidentiality is to include lice warnings at the beginning of the year and during breaks where sleepovers might occur.
Schoology trainings were provided for School Nurses:
Military Reintegration Module was developed by Penn State for DoDEA: This series, Supporting Military-Connected Students, is a collection of trainings related to supporting students and families experiencing geographic transitions, parental absence, parental injury and death, and other military-connected challenges. These trainings summarize research related to military-connected students, provide opportunities to practice developing skills, and include take-home resources to help school personnel apply the content from each training. These training sessions are available at no cost.
SEAS developed by Penn State was provided. This series, Suicide Prevention, is a collection of 42 mini-trainings, each focusing on a specific skill that will help school personnel prepare for,
screen for, identify, and respond to suicidality in students. These trainings summarize research about student suicide, provide opportunities to practice developing skills, and include take-home resources to help school personnel apply the content from each training.
Administrative Instruction (AI) 6055.01, DoDEA Safety Program (: This Issuance addresses the practices and procedures to be followed in the Department of Defense Education Activity (DoDEA) facilities to maintain a safe environment for employees, students and visitors. This Issuance creates new policy and clarifies existing laws or already established policy and describes the steps to accomplish specific actions in accordance with the references.
2.8. SCHOOL NURSE. The school nurse's responsibilities are delineated in the DoDEA Regulation 2942.01 and DoDEA Regulation 2720.1 in regards to emergency and health care.
