The Levels of Support is a structure, implemented district-wide, to provide an equitable allocation of resources to Pacific East Schools. Schools in the district are placed on a support level based on the previous school year’s Internal Review Visit (IRV) results. The Pacific East District reviews available resources and allocates percentages of resources to each support level. Schools are encouraged to utilize allocated resources to improve their performance. Services and resources offered through the Levels of Support include:
Data/Assessment Support
Support with data analysis and determining areas of growth and strength
Support with action planning and an overview of action plans
Tracking and monitoring data in alignment with progress toward action plan
Support with engaging educators with data analysis and review using the Pacific East Data Management System (PEDMS) process
Partner with District
Supporting schools with the rollout of a district-wide initiatives
Engage schools in discussions to provide insight into and support for school needs
Consult with schools to ensure school plans are in alignment with district plans

Instructional Systems Specialists (ISS) to provide content area of district initiative support
Professional Learning utilizing DoDEA’s adopted professional learning processes, including the ADDIE Model and Kirkpatrick’s Levels of Evaluation
Ongoing professional learning plans targeting school identified areas of need
Resources
Allocating Instructional Systems Specialist (ISS) travel budgets to provide support to schools with greater need
Providing assistance with allocation of personnel
Providing funding for resources such as professional learning texts for staff
Providing resources to include tools to support instruction such as the development on instructional toolkits
By implementing the Levels of Support, the Pacific East has positively impacted school improvement as evidenced by:
Creating a system to allocate resources based on school need
Focusing on providing ISS support to schools with greater areas of need

Establishing processes for monitoring school success with action plans
Developing a system of support to provide targeted support to high need schools
During the 2016-2017 school year, the district gained a variety of ISS roles. Despite the increase in roles, a system for requesting ISS support was based on administrator and school request, leading to proactive schools receiving more support from the ISS team.
In this school year, the Pacific East District grew more selective regarding the travel of ISS to ensure a fair allocation of budget. However, disparities regarding the type of content ISS travel were discovered.
While engaging in Internal Review Visits (IRVs) for 11 of 20 of its schools, the Pacific East District noticed the absence of a formal process to identify and provide equitable support for schools based on needs. The district explored developing a formal structure to be implemented district-wide.
The Pacific East District sought to complete Internal Review Visits for the remaining 9 Pacific East schools but the outbreak of the COVID-19 pandemic halted travel for the district, resulting in only 6 of 9 schools being visited. The district paused its plan to roll out a formal structure for support due to the uncertainty of the COVID pandemic.
The Pacific East District was able to engage in IRVs at all 20 Pacific East District schools. Pacific East District leaders and ISS team, in partnership with the Center for Instructional Leadership (CIL), created the Levels of Support service package and determined how schools would be rated based on their previous IRV scores. Based on the Spring 2021 IRV results, each school was assigned a level of support. School administrators were provided with a report card which included an itemized list of support resources. Schools are currently utilizing their allocated substitute days for data mining, professional learning, and continuous school improvement action plan implementation.
Note. This data depicts each school's IRV scores. IRV scores were used to determine the Level of Support ratings for each school. Ratings were calculated by averaging ratings for each standard on the i3 rubric and averaging ELEOT scores for schools. Scores were compared for each year.
The Instructional Systems Specialists (ISS), District Leadership, and Center for Instructional Leadership (CIL) utilized an initial Levels of Support Presentation to help develop the Levels of Support Matrix. This matrix included plans for:

To identify the initial levels of support for schools, the district utilized the IRV Results from Spring 2021. School administrators received an overview presentation of the Levels of Support as part of the Pacific East Fall Leadership Summit. During this presentation, administrators received Levels of Support Report Cards including their specific Levels of Support School Information.
In the Fall of 2021, schools participated in another IRV. The Pacific East District found that the IRV Results for Fall 2021 showed increases in school performance already due to providing support for schools.
The Pacific East District developed a calendar for ongoing school visits for the ISS team and will use this as a checkpoint for schools.
Support continued into the 2021-2022 school year through providing support with School Action Plans and providing tailored professional learning for schools. Examples of professional learning and support can be seen below:
