The Pacific East District provides clear direction and guidance through consistent processes, policies, procedures, and regulations that support system effectiveness as evidenced by:

In SY 18-19, DoDEA implemented the Blueprint for Continuous Improvement outlining the organization’s actions and efforts to realizing the Vision- Excellence in Education for Every Student, Every Day, Everywhere. This strategic plan guides the work of the Pacific East District.
In March 2020 the Pacific East District adopted mitigations in response to the COVID-19 pandemic. An “all-hands on deck” approach ensured the health and safety of all stakeholders, while maintaining high quality instruction. Policies and procedures for navigating obstacles presented by the pandemic were officially published by DoDEA Headquarters, local military commands and the Japanese government.
The Blueprint continues to be the guiding document that informs the organization's practices, allocation of resources, and institutional foci.
During SY 21-22, the DoDEA Pacific East District continues to adhere to the directives set forth by DoDEA Headquarters, local-military commands, and the Japanese government to ensure the health and safety of our students and employees. Guidance is communicated regularly through email, virtual meetings, and social media.
The Blueprint will continue to guide the work of the Pacific East District until SY 23-24.
Moving forward, the Pacific East District will continue to adapt to changes in policies and procedures to ensure system effectiveness.
The Pacific East District uses the DoDEA Operational Guide to provide district and school leaders with general guidelines and protocols for establishing and maintaining safe school environments that reduce the risk of COVID-19 virus spread.
The Pacific East implemented a COVID-19 coordinator at each school to serve as the liaison for all questions and concerns regarding COVID guidance. Additionally, COVID-19 committees were developed at each school to make safe and sound decisions to ensure the school adhered to all COVID-19 guidelines, while maintaining equitable and consistent implementation of COVID 19 protocols and regulations at the school site. Each school also received manpower allocation for a nurse position eliminating previous shared positions.
The Department of Defense Performance Management and Appraisal Program (DPMAP) aligns with standard 1.4 as it serves as the professional evaluation system within DoDEA. The DPMAP process provides professionals within DoDEA with performance elements aligned with expectations regarding their role. Evaluators engage in beginning-of-the-year, middle-of-the-year, and end-of-the-year meetings with each educator. The DPMAP process outlines the frequency of evaluations for educators. Administrators receive ongoing professional learning which establishes clear and common expectations regarding the evaluation system. The implementation of the DPMAP process across DoDEA has led to a cohesive and consistent process for evaluating educators across the Pacific East District.
The Pacific East District implements the DoDEA Comprehensive Assessment System (DoDEA-CAS) to measure student academic status, progress and performance in relation to the DoDEA College and Career Ready Standards (CCRS). The Pacific East District Forward Integrated Support Teams (FIST) provides policies to guide school and district operations in alignment with the identified goals of the district. All schools demonstrate alignment with the DoDEA guidelines and policies.
The Interactive Customer Evaluation (ICE) system is a means for all stakeholders to provide anonymous or named feedback regarding DoDEA, the Pacific East District, and schools. Comments received from the ICE system are provided to relevant stakeholders and are responded to. Action is taken to correct any identified problems within five days. Praises are highlighted and celebrated within the district. Annual review of the ICE comments are conducted to look for trends, positive or negative.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee, is the structure by which the district is in alignment with DoDEA’s goals and initiatives. The Strategic Plan has provided school leaders with district strategic themes that focus on improving student achievement through 21st century teaching and learning, collaboration across networks, learning by influence, creativity and innovation as well as critical thinking and problem solving. One positive impact of the Strategic Plan is that the Pacific East District has provided a focus through consistent Professional Learning deployed to all schools across the district.
The Pacific East District partners with the DoDEA Human Resources Division to provide a quality education for the children of our military and eligible civilian personnel stationed in the Pacific East District through the implementation of automated systems to enhance our educator recruitment process, track the timeliness and accuracy of our personnel action processing, process travel orders and entitlements, and track the timeliness and accuracy of pay related inquiries and grievances. One positive impact of the partnership with CHRA is that the Pacific East District continues to recruit, develop and maintain a talented workforce.
DoDEA personnel are required to complete a series of mandatory training annually to remain in compliance with DoD regulations and improve organizational effectiveness.
The Pacific East utilizes DoDEA’s online comprehensive learning platform to conduct a multitude of training, including ethic training. This system provides all DoDEA employees with an individualized professional learning platform that helps to sustain and grow the DoDEA workforce.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the continuous improvement work of the Pacific East District.
The Strategic and Organizational Excellence Division leads the strategic way in planning, organizational performance, project management, process improvement, organizational design, and strategic talent development.
DoDEA Civil Rights Program is a collaborative process designed to help DoDEA recognize and take reasonable steps to eliminate unlawful discrimination in DoDEA schools, programs, activities, and workplaces, as required under Executive Order 13160.
The DoDEA Communications Office initiates and manages DoDEA's communications and outreach efforts worldwide. The office coordinates press relations, internal information programs and communication with students, parents, teachers, school administrators and the public.
DODEA Connects is the agency’s internal news source providing the latest on organizational initiatives, inspiring stories from your DoDEA colleagues, updates on education programs, and important information from human resources.
DMEO's guiding principles are trust and respect for all people; equal access to employment, training, and pay for quality performance; development of partnerships with internal functional departments within DoDEA and other DoD components; and continuance of new and motivating challenges to inspire excellence in the workplace.
The DODEA EEO Office administers the formal EEO Complaint Process which may be used by DODEA employees and applicants for employment to raise issues of discrimination. The EEO process consists of three parts: Informal complaints, Formal complaints, and Appeals process.
The DoDEA Emergency Management Program establishes an overarching structure for DoDEA organizations to prepare for, mitigate against, prevent, respond to and recover from emergencies that affect DoDEA.
The Executive Services Division provides operations support for the Department of Defense Education Activity (DoDEA). The Executive Services Division is also charged with effectuating legally mandated programs such as the Federal Records Act, the Freedom of Information Act (FOIA), the Privacy Act of 1974, the Paperwork Reduction Act of 1995, and the Health Insurance Portability and Accountability Act (HIPAA).
The Department of Defense Education Activity (DoDEA) Office of the General Counsel facilitates DoDEA's global educational mission by providing high quality and timely legal advice and counsel, effective advocacy and creative problem-solving.
It is DoDEA policy that grievances presented by employees, under this process, will be considered expeditiously, fairly, and impartially; and will be resolved promptly and at the lowest supervisory level possible. All persons involved in the dispute resolution process shall be free from restraint, interference, coercion, discrimination and reprisal.
The Policy Team administers and operates the DoDEA Issuance Program, the Policy Working Group, and facilitates DoD-level issuance coordination for DoDEA. The DODEA webpage contains a list of policies by division.
The Pacific East District utilizes a system of Instructional Support Specialists (ISS) in specific content specialities and in overall educational practices at the district office and across all complexes to support College and Career readiness standard implementation and provide professional learning opportunities to all teachers. Through this, the Pacific East District is able to support educators and administrators in delivering quality, standards-based education for students to graduate college and career ready.
