The Pacific East District’s integration of digital resources into teaching, learning, and operations has led to many improvements, as evidenced by:
Increasing the number of computers and interactive flat panels (IFPs) available in Pacific East Schools through the DoDEA Computer Acquisition Program and the Classroom Display Acquisition Program (CDAP)
Developing a Strategic Plan that includes an emphasis the integration of digital learning in all classrooms, and monitoring its effectiveness through the DoDEA Learning Walkthrough Tool
Purchasing, utilizing, and approving curricular resources that include digital components and cloud based digital tools
Implementing digital systems and worksuites to improve productivity and operations
Focusing on students’ attainment of 21st century skills of collaboration, communication, critical thinking, and creativity through digital learning
Implementing rigorous DoDEA College and Career Ready Standards, which include the adoption of the International Society for Technology in Education (ISTE) Standards
Developing and implementing a comprehensive assessment system utilizing digital tools to monitor student learning and demonstrating improvement in learning
Including technology integration into teacher performance evaluation
Creating a collaborative framework through Focused Collaboration to foster teacher collaboration regarding digital learning
The Pacific East District will continue to provide professional learning aligned with the Strategic Plan, focusing on digital learning for the 2022-2023 school year.
Included in the 2022-2023 digital learning focus, schools will develop a Digital Cadre, a voluntary group made up of educators who are proficient or experts in technology integration. Digital Cadres may be composed of teachers, Educational Technologists (ET), Instructional Systems Specialists (ISS), and school administrators.
DoDEA’s College and Career Ready Standards (CCRS) provide rigorous standards and curriculum for all DoDEA students. The DoDEA CCRS include the adoption of the International Society for Technology in Education (ISTE) Standards, which provide the competencies for learning, teaching and leading in the digital age.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices. Administrators are expected to engage in five learning walkthroughs each week and to provide educators with feedback regarding their instructional practices. The LWT serves as a means to develop further professional practices among educators.
Indicator 3 focuses on the use of digital tools and other multimedia resources to collaborate, create, produce, publish, integrate, or evaluate
content. The Pacific East District’s set expectations have led to increases in the usage and implementation of the DoDEA LWT.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement. All educators engage in Focused Collaboration and are provided with direction and guidance regarding the work of Focused Collaboration on a weekly basis. Educators review evidence of student learning and use this information to make instructional decisions. Educators discuss digital learning and technology integration as part of the Focused Collaboration process.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East measures continuous school improvement.
The annual IRV process provides the district with insight into areas of growth and ways to provide support for schools. Schools present their progress on four district-selected Cognia Standards focusing on continuous improvement structure (1.3), differentiation (2.7), assessment (2.11), and professional learning (3.2). The IRV teams also conduct ELEOT observations and note the trend in digital learning environments.
The Pacific East Data Management System (PEDMS) aligns with standard 3.5 because it was developed as a system for administrators and teachers to engage in ongoing continuous improvement and make data-informed decisions. The district and school goals are embedded in PEDMS. The district successfully met targeted goals associated with the use of technology in the learning process. In the SY 20-21, technology goals were embedded in the 21st century goal. In SY 22-23, digital learning will be the focus strategic theme for professional learning.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators within the district.
The plan includes training with teacher resources, classroom strategies, and tools that incorporate digital resources for professional practice, student performance, and organizational effectiveness. Professional learning is offered through face-to-face learning, asynchronous modules, and virtual continuing education sessions for college credit.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee, outlines the district’s expectations and plan to provide rigorous learning opportunities for all students through an emphasis on 21st century innovative skills of collaboration, creativity, critical thinking, and communication. In addition, the Strategic Plan includes the district’s three strategic themes: Student-led Discourse, Digital Learning, Project-based Learning, which are to be implemented in successive school years. Digital learning is slated for implementation in the SY 22-23.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the Pacific East District.
The Pacific East District provides all students with computer access to ensure equitable opportunities to engage with educational technology. DoDEA’s robust media and library services allows students to equally access information utilizing a wide variety of digital databases.
The role of the DoDEA School Library Information Center program is to support the DoDEA mission by providing access to diverse print and digital resource materials that are aligned to the DoDEA curriculum and engage student interest. The Technical Program Management Office (TPMO), located at DoDEA Headquarters, identifies, prioritizes and executes a technology portfolio of initiatives, programs and projects that are aligned with DoDEA’s strategic goals and educational vision. TPMO supports the Pacific East District with the acquisition of new technology and resources, the implementation and usage of new software and technology resources, and with the development and implementation of policies and procedures regarding technology. TPMO, through their Classroom Technology Requirements Series, engages stakeholders to monitor and adjust DoDEA policies regarding technology, the acquisition of technology, and the support needed to implement high quality instruction in digital literacy.
