Deck 3: Resource Capacity Domain
The Pacific East District’s strategy to improve access to information resources and materials has positively impacted educators’ capacity to meet the needs of students, as evidenced by:
Approving, purchasing, and utilizing curricular and computer resources to meet the needs of all students
Purchasing and adopting information resources, digital resources, and materials including cloud-based applications, Learning Management System (LMS) platforms, and operating systems
Creating a schedule for the routine curriculum refreshes and resource adoption
Focusing on student attainment of 21st century skills, including, collaboration, communication, critical thinking, and creativity by providing access to a variety of information resources
Implementing rigorous DoDEA College and Career Ready Standards and providing standards aligned curricular resources
Creating a professional learning community framework through Focused Collaboration to foster collective teacher efficacy and develop common tools and pedagogical approaches
Adapting to the COVID-19 climate by increasing the availability of resources to parents and providing training and tools for blended and remote learning instruction
The Pac-East District responded to the COVID-climate by increasing the availability and accessibility of information resources to support blended and remote learning instruction. The district adopted a greater variety of cloud-based programs and added more Google Suite for Education applications to meet the needs of students, staff, and the system.
The district is in the process of migrating more of its operations to Microsoft 365 for better organizational collaboration and access to system’s information.
The Pacific East District will continue to follow its timeline of updating curricular and computer resources in alignment with the Strategic Plan and DoDEA Blueprint for Continuous Improvement.
Programs and processes will continue to be monitored and adjusted to ensure information resources are implemented and utilized with fidelity.
DoDEA’s College and Career Ready Standards (CCRS) provide rigorous standards and curriculum for all DoDEA students. The DoDEA CCRS include the adoption of the International Society for Technology in Education (ISTE) Standards, which provide the competencies for learning, teaching and leading in the digital age. Digitally connected resources, such as the Pacific East ePortal, Schoology, and Classlink, provide access to all digital curriculum platforms such as Benchmark Advance, Go Math, FOSS, and TCI to support the curriculum. The district Professional Learning plan embeds support for these resources and materials.
The DoDEA Learning Walkthrough Tool (LWT) provides administrators and educators with guidelines and expectations regarding instructional practices. It provides educators with feedback regarding their instructional practices as a means to develop further professional practices among educators. Indicator 3 in the LWT focuses on the use of digital tools or multimedia resources to collaborate, create, produce, publish, integrate, or evaluate content.
Focused Collaboration serves as the vehicle for educators to collaboratively engage in job-embedded professional learning focused on student achievement. Educators review evidence of student learning and use this information to make instructional decisions.
The district’s use of LMS platforms, Schoology, Microsoft 365, and Google Suite for Education allows for easier access to information resources and collaboration among educators.

The Pacific East District Forward Integrated Support Teams (FIST) provides policies to guide school and district operations in alignment with the identified goals of the district. All schools demonstrate alignment with the DoDEA guidelines and policies.
In support of standard 3.6 the FIST team ensures the allocation of supplies, materials, and budget support to meet the needs of learners. FISTs provide a direct link from schools that need additional support to targeted resources.
Internal Review Visits (IRVs) within the Pacific East District are the method in which the Pacific East measures continuous school improvement and monitors the implementation of district initiatives and programs. Through IRVs, schools can reflect on their ability to access information resources and materials to support the curriculum, programs, students, and staff needs.
The Pacific East District Professional Learning Plan outlines the professional learning opportunities for educators to ensure alignment with district goals and initiatives. Digital Learning and Project Based Learning have been identified as the strategic themes for the following school years. The district-provided resources and digital tools enhance training opportunities and accessibility and allow for better collaboration across the district.
The Pacific East Strategic Plan, developed by the Pacific East Steering Committee outlines the district’s expectations and plan to provide rigorous learning opportunities for all students through an emphasis on 21st century innovative skills of collaboration, creativity, critical thinking, and communication. The district is continually monitoring its resource capabilities to provide access to information and materials to support students’ and educators’ curricular needs.
The Pacific East District was able to adapt instruction and provide immediate support for students through remote and blended learning opportunities, which was enabled by the variety of digital resources and platforms for educators to deliver and monitor instruction. In addition, DoDEA developed Digital Support Curriculum Sites as a resource to support remote learning during COVID-19.
The district adopted more cloud-based applications and migrated operating systems to Microsoft 365 to securely access information resources and materials from anywhere. Access to innovative, industry-leading technology services and solutions include ClassLink, Schoology, and Google Suite for Education. These cloud-based applications provide students and educators with more tools to implement 21st century innovative skills and align with DoDEA’s Blueprint commitment to Student Excellence.
This file includes the DoDEA contracted and systemwide instructional resources for school year 2021-2022. These instructional resources were put into place to support the teaching and learning of DoDEA's College and Career Ready Standards and serve as DoDEA’s primary instructional resources. Many of the adopted curricula and resources include digital platforms to meet the specialized needs of learners.
The DoDEA Blueprint for Continuous Improvement provides the framework for continuous improvement across the organization. The Pacific East District utilizes the Blueprint to guide the direction of the Pacific East District. Within the document, there are commitments to building Student Excellence, School Excellence, Talent Excellence, Organizational Excellence, and Outreach Excellence. Access to information resources and materials helps to support these endeavors.
The Classroom Technology Integration Series brings together varying levels of education staff to include, instructional program managers, school leadership, and teachers to conduct a requirements review in order to capture the essential technology capabilities for DoDEA instructional classrooms. In addition, each school site also has an Educational Technologist to help educators integrate technology and use information resources to meet the needs of all learners.
The district is committed to modernizing its schools by providing leading technology and tools to support classroom instructional needs and student learning. There is a plan to allocate resources and update equipment, software, and instructional tools to ensure students’ learning needs are met.
The Pacific East District provides all students with computer access to ensure equitable opportunities to engage with educational technology. DoDEA’s Educational Technology division empowers educators and administrators to promote student agency and ensure that technology can be used to engage, enhance, and extend learning. Technology is considered one of the vital tools to support 21st century innovative skills.
The role of the DoDEA School Library Information Center program is to support the DoDEA mission by providing access to diverse print and digital resource materials that are aligned to the DoDEA curriculum and engage student interest. DoDEA’s robust media and library services allows students to equally access information utilizing a wide variety of digital databases.
The Technical Program Management Office (TPMO), located at DoDEA Headquarters, identifies, prioritizes and executes a technology portfolio of initiatives, programs and projects that are aligned with DoDEA’s strategic goals and educational vision. They support the Pacific East District with the acquisition of new technology and resources, the implementation and usage of new software and technology resources, and with the development and implementation of policies and procedures regarding technology. TPMO, through their Classroom Technology Requirements Series, engages stakeholders to monitor and adjust DoDEA policies regarding technology, the acquisition of technology, and the support needed to implement high quality instruction in digital literacy.
