The 1930's found America a nation seriously in need of construction services, more so because projects had been delayed so long in hopes that the economic fortunes would turn around. They didn't. With the birth of the Works Progress Administration (WPA) , by President Franklin D. Roosevelt, the federal government borrowed against the wealth of the nation to restart its engine. Needed projects and needy workers were married in a joint venture of enormous importance to the life of the troubled country.
