Making PDFs Interactive

How can I or my students annotate a PDF or add text to a PDF? Can that be done in the Chrome browser?

I want multiple students to access content on a PDF without having to convert it or copy it to a Google Doc.

Some of my students struggle with accessing the content on a PDF because of learning challenges they possess.

I wish PDFs were more interactive and even connected to Google Classroom for collaboration.
