THE LAND NEAREST TO THE HEAVENS
The Village Hidden in the Clouds is full of noble and proud people. The presence of the Cloud is one of regal strength. They live in the mountains, far secluded from others, and they view that separation as proof of their pedigree. They don’t require luscious fields to survive, they are proud to know that they will thrive in any environment and remain a strong symbol of peace through their undeniable strength.
While the Village Hidden in the Clouds keeps mostly to itself, they step up in times of need, though they will often ignore these calls if it threatens their preservation. They aren’t people who stand too firmly on pleasantries, but neither will they turn their eyes to tyranny. Their resilience and expertise are lent to others when required, but never out of pity or charity. They believe that a village should be able to supply everything of importance to its people and attempt to instil that value in the other leaders who may rely too much on the aid of other villages to survive.
The citizens of Kumogakure, while professional, do support a vibrant entertainment industry within the village. Several concert venues and clubs are scattered throughout the mountain peaks that house talented musicians, comedians, and artists. This cultural focus on excellence and appreciation of art has led many to pursue outside hobbies with the same vigor as their jobs within the village. Market booths in crowded streets are packed with homemade goods and products as the air of self-reliance within the village whispers its way from a governmental perspective into the personal lives of every individual who proudly calls the Cloud their home.
The Birth of the Cloud
The creation of Konohagakure and the end of the Warring States Era changed the continent forever. As nations emerged one by one, it became clear that survival now demanded more than clan loyalty; it demanded unity, infrastructure, and political power.
Thus was born Kumogakure, the Village Hidden in the Clouds. Tensazan Yotsuki did not aspire to ideals of peace or hope. He alongside other leaders forged their village as a symbol of independence and capability. Suspended high above the world, nestled between the cliffs and shrouded in mist, the Cloud was built to look down upon the world, both literally and philosophically.
Self-reliance became the village’s cornerstone. Seclusion was not weakness, but proof of strength proof that they could thrive without needing the soft soil or the “diplomacy” others relied upon. In a world building new alliances and new enemies, the Cloud chose instead to watch, to calculate, and to act only when the storm would be in their favor.
The Great Ninja War – Lightning Strikes
The Uzumaki were brutally murdered by Kirigakure, utilising a poison specifically engineered against their kind and releasing the Bijū onto the Land of Whirlpools. Konoha immediately declared war on Kirigakure in response to such a heinous and devastating attack.
Kiri claimed Kumogakure had helped in the assault, a political ploy to split its enemies. Kumo denied the accusation. But more than words, they acted: joining the war alongside Konoha not out of camaraderie, but necessity. The Land of Whirlpools sat in waters between Kiri, Konoha, and Kumo. To the Land of Lightning, that geography posed a risk they could not ignore. What if Kiri had truly harnessed the Nine Tails? What if next time, it struck the mountains?
Raikage, Tensazan Yotsuki, known as The Still Thunder, made the decision without ceremony. A man of few words and immense presence, he believed silence held more weight than diplomacy. Kumogakure would not justify itself to the world, it would prove its innocence through power and preparation.
So while other nations marched, Kumo trained. And in the shadows of their great peaks, Tensazan personally oversaw the preparation of a secret weapon: a perfected Eight Tails Jinchūriki. One who would not run wild, but act with clarity, discipline, and purpose much like the Raikage himself.
Meanwhile, Konoha faced its own upheaval. The election for Second Hokage had begun. Uchiha Yusuke was the most promising candidate, especially for war, but despite his strength, lingering distrust of the Uchiha saw Sarutobi Shinra chosen instead. As a result, the Uchiha clan withdrew from the conflict in protest. Their absence, bitter and symbolic, would echo in history, contributing to the war's length and Konoha’s suffering.
It is argued that Kirigakure was only defeated in the end because of Kumogakure’s final move, the deployment of the mastered Eight Tails Jinchūriki, whats not often convered is how disgustingly brutal the death of Gyūki was. With the strength of Samehada in the hands of one of Kirigakure’s Seven Swords Men the chakra was pulled, drained, and siphoned from the Bijuu, leaving a shell of its former self in its place making it feeble and effortless to destroy. After its death Kumogakure failed to recapture the beast. While others had spent the war spilling blood, the Cloud had spent it in discipline. It was a move that bore the signature of Tensazan himself: calm, measured, and devastating when unleashed.
During the war, Hokage Shinra Sarutobi died. Uchiha Yusuke passed shortly after the war due to age and the toll of his Mangekyō Sharingan. Both the students saved by Hoeru Senju survived, and for the last twenty years, Senju Kigen remains the Hokage, with Uchiha Daien as Head of the Uchiha Clan.
But in Kumogakure, where the storm rolls always in the distance, the name Tensazan still lingers like thunder behind the clouds, a reminder that silence is not surrender, and true strength is not loud.
The Village Hidden in the Clouds is located in the Land of Lightning. The village itself is precariously suspended on and between rocky cliffs that overlook the surrounding ocean. The thin air and rocky environment provides little production of plants and thus limits the amount of of animals that can be farmed within the area. The village is largely used to harsh circumstances and has found ways to thrive within the.
The Cloud Academy is one of the most lax of the five villages. They believe in instilling deep character and discipline above producing perfected soldiers. While other villages may cut certain shinobi who wouldn’t normally meet the cut, the Cloud believes that every shinobi can serve a purpose, and thus they will focus more on healing and scouting shinobi than most villages, creating a larger focus on support roles. This does not mean that their military might is less than the other villages, as the shinobi who do take main combat roles are some of the most prestigious within the five great nations.
Living in the jagged cliffsides that make up the Cloud village, most people require a much higher level of health and exercise than the other villages, likely contributing to their ability to be more lax on their students throughout the academy process. The villagers themselves work to produce foods that require more water investment and less earthen space, leading to one-third of the non-military force working within large hydroponic farms that make up the higher floors of many of the large buildings in the Cloud village.
A Village of Thunder and Silence
Today, Kumogakure stands as one of the Five Great Nations, its prestige forged in war and silence. They are a village of proud people, raised in the clouds, breathing thin air and walking stone paths suspended above the sea. Their lives are harsh, their expectations high, their culture rich with both discipline and artistry.
They do not meddle unless they must. They do not extend hands in charity. Their philosophy is simple: a nation must be strong enough to stand on its own. They teach this to their shinobi, and they live it in their governance.
Their military might is ever-present though now, much of it is hidden beneath layers of calm diplomacy and cultural expression. Their academy favors character and endurance over perfection. Their shinobi are bred not just to fight, but to support, heal, scout, and adapt.
And though their hydroponic farms hang from the heights of skyscraping towers and their clubs pulse with music beneath northern stars, every citizen of the Cloud still carries that ancient truth in their heart:
