Otoga members usually head back to a small facility left in the dead-town that is Otogakure for their wind-tube surgery and repairs.
The Otoga were the leaders of the Sound Village -- Otogakure.
They are fitted with wind-pipes in their hands that connect to their chakra streams. These pipes allow for the use of Sound-Jutsu and Genjutsu.
Otogakure is a village that was demolished during the First Great Ninja War. Otogakure allied themselves with Kirigakure and shared the same political views. Geographically, they are above Konoha and next to Iwagakure.
Many of the other clans within Otogakure ended up migrating into the Land of Iron. The nation of Samurai also shared a border with them.
Tensions with Konoha were never great. During the First Great Ninja War, the village launched a pincer attack on Konoha that would end with failure. Soon after, Kirigakure fell and lost the war.
Otogakure was sanctioned to bankruptcy. Eventually, the village dissolved in its entirety. Otoga Clan members now wander the Five Village, scattered across the lands.
Your presence is appreciated in Kirigakure.
Suna and Iwa are indifferent to you.
Kumogakure actively shuns you from their communities.
Otoga clan members have refused to settle in Konoha.
