Fuinjutsu involves the act of sealing and unsealing things into the fucking shadowrealm. It is inherently tied with the idea of summons, space-time and anything to do with passive benefits.
Fuinjutsu doesn’t have that many skill perks as the benefits are generally dependent on the respective Jutsu. More than anything, the Fuinjutsu skill serves as an entrance bar for various ranks of Fuinjutsu.

Allows the use of Fuinjutsu. Can only be used out of combat.
Allows the usage of D rank summons if the user has acquired the means for one.
Allows the usage of C rank summons if the user has acquired the means for one.

Grants access to summoning techniques. Can use in-combat Fuinjutsu seals / Take an action each.
Allows the usage of B rank summons if the user has acquired the means for one.

Allows the user to create custom Fuinjutsu techniques. Grants a D Rank, C Rank and B Rank Custom slot.
Allows the usage of A rank summons if the user has acquired the means for one.
If the user has an External Buffing seal on a target, you can empower them for two actions with one. Must still pay the price for both actions.

Can unseal tools from scrolls without expending an action once per turn. (Does not apply to offensive skills)
Allows the usage of S rank summons if the user has acquired the means for one.
When making an External Jutsu seal, you can fit that seal onto two separate people for the price of one slot.

Grants S Rank Custom Slot
When making an External Jutsu seal, you can fit that seal onto three separate people for the price of one slot.
If the user has an External Buffing seal on a target, you can split the empowering cost with the target.
6 ( spec )
Grants S Rank Custom Slot
Allows the user to create custom summons at a cost. The user must have to, in tandem with a Ninken user, nurture an animal across 4 task rotations. This will create a D rank summon. The user may increase the summons' rank by repeating this 4 task split until the summon hits A rank.
When making an External Jutsu seal, you can fit that seal onto four separate people for the price of one slot.
The user has two free storage seals of their current rank. These storage seals can be fitted onto themselves and a friend and is exempt from the total count of gear carrying capacity.
FUINJUTSU TYPES
When making a Fuinjutsu seal, there is a specific type assigned to each instance. This type will be listed on the Jutsu itself.
EXTERNAL BUFF
Used on the scene to buff a friend / teammate for numbers or other things. See to external buffing rules in Ninjutsu.
EXTERNAL JUTSU SEALS
You can make a buff that fills a friends' Jutsu stacking tree that they keep in scenes that don't involve you. This mark will be treated as if the friend is using a standard Jutsu but the caveat is that they are not expending a Jutsu slot of their own to have it. Instead, you are expending one of your own slots. These are dubbed as 'Jutsu Seals.'
i.e. an A rank Fuin mark that boosts a friend by +10 POW for 40 chakra a turn would be a Curse Mark that affects their Jutsu tree. That friend can use that Jutsu as if it was a normal ongoing buff with their own pool and cooldown management.
Curse Marks and Advanced Variants of this type fill out the 'special' tree.
STORAGE SEALS
Sealing weapons, tools, objects, etc. on a target. The target will have gear slots of the necessary rank consumed for these ( i.e. a sealed S rank weapon would take the corresponding S rank slot. )
SEALING ATTACKS
Seals that are hard to land, like poisons, but can debuff users by locking away chakra, elements, etc. Also used to seal the target post-fights, preserve life, etc.
These kinds of seals have to be manually removed by a Fuinjutsu user of an equal level with unsealing rules being forwarded below. Sealing attacks are supposed to be hard to land.
To land a sealing attack, you must channel it through restraining attacks. This is usually through Taijutsu but can be used with Nin in specific cases.
RESTRAINING LEVELS NEEDED TO LAND AN ATTACKING SEAL:
T2 INJURY - Allows the application of a C Rank Seal
T3 INJURY - Allows the application of a B Rank Seal
T4 INJURY - Allows the application of an A Rank Seal
T5 INJURY - Allows the application of an S Rank Seal
*If you land, say, 2x T3 restraining on a target in a turn, you can upgrade a rank higher in seals.
*If the target is unconscious, unable to fight back, or defended, etc. you can apply as many seals as you want. Stealth seals can be applied.
To apply an attacking seal, you must pay the chakra cost of the seal at the beginning of the turn. This won't take an action. The seal will be 'deployed' from that action onwards and any attacks / Restraining attacks sent in that turn will apply the seal. If you haven't paid the cost for this, the seal won't apply as your character did not prep / Cast it.
NOTE: Traps can also be made with seals. Rules pending.
UNSEALING
Dispelling a seal off a target. From a basic seal to a curse mark, etc.
To unseal a Fuin seal, you must meet the Fuin level of the caster and then pay the chakra cost equivalent to it's rank cost.
The longer a seal is stuck on a target, the harder it is to remove. Seals that are stuck on a target for an extended period of time will constitute as 'advanced seals' and will require the stated above conditions but to also beat the seal placers' SOL.
Seals that passively effect a target, such as the Hyuga side-branch seal, ANBU seals, etc. fall under this rule.
To remove a seal in combat, an action must be expended.
SUMMONS
Summons will have set amounts of BP, SP, etc. Set stats and Jutsu. What you get is what you have for the summon
However, when creating a summon, you must pay for the entire pool it spawns with.
Each summon has a 'minimum' pool cost to ensure that minmaxing POW / AGL summons doesn't happen.
D Rank - 20 BP - 60 CHAKRA MIN - 1 FUIN MIN
C Rank - 40 BP - 130 CHAKRA MIN - 1 FUIN MIN
B Rank - 80 BP - 260 CHAKRA MIN - 2 FUIN MIN
