The Chinoike Clan are home to the Ketsuryugan. A Dojutsu which allows the manipulation of their own or others’ blood.
A pretty gruesome ability - But the Chinoike are actually pretty nice people! There is a sense of familiar bond within their clan and a desire to protect their own.
The Chinoike are originally from the Land of Water. After seeing the gruesome ways of the formative Kirigakure, they chose to leave shortly before the First Great Ninja War.
The Chinoike rode the seas and found themselves at Kumogakure’s doorstep. Initially, the Kumogakure leaders refused their request to settle within their borders.
Then the First Ninja War began and the Chinoike offered to aid in the protection of the Village.
From then on, the Chinoike have been permitted settlement in Kumogakure and promised protection from Kirigakure.
Still, Kumo’s elitist culture plagues the Chinoike. Tolerated, at best, they aren’t looked upon the most favourably by locals despite their kind and caring demeanour.

Dojutsu must be active to use blood metrics.
Any liquid-based Jutsu ( water, natureless, etc. ) can be converted into blood attacks passively.
