THE LAND OF THE BLOOD MIST
The Village Hidden in The Mist has a notoriously ruthless reputation, inextricably linked with the stereotyped yet efficient shinobi such an environment produces.
This is not entirely incorrect, either. Most of this comes from the wealth disparity of Kirigakure which influences the quality of life of it's territory. Most of the money is in the first-settled areas, following the end of the Warring States Period. Most unconventionally, due to the thick ever-present mist enveloping the several islands of The Land of Water, Kirigakure is composed of two different islands.
Where the majority of money in Kirigakure is, the quality of life is far greater here. The Mizukage office, Academy as well as most clan compounds are contained on Mainland Kirigakure.
Situated adjacent to it's off-shoot of "Oboro" is the thriving Kirigakure. With the natural defense of it's dense and surrounding cliffs -- the city is obfuscated in a constant misty haze.
This place: far more civilized, is a bustling and lively lodestone of some of the most promising Shinobi in the modern age. On the surface, it appears like this place hasn't been torn asunder by Konohagakure's despotism. That is solely because most of the resources in Kirigakure have been migrated to this area.
Because of this, while other places may suffer: this small reverie gives the illusion of a functional society.
WEALTH | FLOURISHING
Favored clans are their compounds reside here. As well as the Mizukage's Office and Kirigakure's Academy.
Greenery is much more abundant with less frequent rain on this patch of the villages territory.
An impoverished island where undesirables tend to be dumped. Laws are lazily enforced here due to difficulties regarding resources making enforcers poorly supplied.
"Oboro" is a name coined by denizens of the island, this is still legally the jurisdiction of Kirigakure. Essentially serving as the violent slums of the village. It can be difficult to get resources to these islands, so life here can be particularly rough.
This island is cutthroat and at times borders on near lawless: the same resources are not expended to peacekeeping here that would otherwise be used in Kirigakure. Its not uncommon for thugs to band together and form organized groups to control parceled out territories of Oboro.
Clans like The Hoshigaki or Kaguya generally live here if they aren't working for the government as Shinobi. There are some exceptions to this, too. As "hard-work" can get you out of Oboro and vice versa: a lack of work in the mainland can get you sent into Oboro. This promotes productivity in the working class.
PROGRESSING | DROWNED
An old, unused industrial bridge for transporting goods. It has seen little functionality since Konoha's embargo. Serving only to connect the bustling mainland to it's neglected slums. A strict and sometimes violent curfew is enforced on this bridge.
It rains significantly more frequently in Oboro than mainland Kirigakure. Advanced drainage systems aide this, but most any remaining plantlife is drowned out in this industrial environment. This adds to it's depressing atmosphere.
Kirigakure's Ninja academy is the most ruthless of the Five Villages. All students who pass through in hopes of reaching Genin rank are tested by brutal trials and tribulations that threaten their very existence. From ages 11 until 13, they are put through hardship after hardship, the structure of the academy showing little to no mercy.
The Ninja Academy has a 30% deathrate for all Nin that go in. The graduation exam is unforgiving and cut-throat, placing students into a week-long survival camp that encourages some students to even kill one another.
Only the strong climb to the top. The Genin who graduate from the Kirigakure academy find themselves to be the strongest Genin out there. Kirigakure has won the Chunin Exams on many occasions due to the Genin they produce.
SEVEN NINJA SWORDS
The Seven Ninja Swordsmen of the Mist (霧の忍刀七人衆, Kiri no Shinobigatana Shichininshū) was an organisation consisting of only the greatest blade-wielding shinobi of their generation that Kirigakure can produce. There can only be seven members at a time — hence the name. The swords of the Seven Swordsmen are passed down from generation to generation since the First Mizukage's era. They're considered mystical blades, and together, the Seven Swordsmen are capable of bringing down an entire nation, regarded as being the strongest shinobi in the village behind the Mizukage.
In SnC, the Seven Ninja Swords were taken from countries in the worlds' Eastern continent.
To gain a Seven Ninja Sword, you must challenge the current wielder. They must either forfeit or be killed to receive the blade. They will fight you while wielding the sword, so the battle is quite difficult!
NOTE FOR PLAYERS: When acquiring the 7NSM Swords, you may work with IOTA to redesign their appearances a bit. Yes. I know. Some of them look like dogshit.
CURRENT WIELDER: N / A
Samehada comes from the Land of Demons. It was the most difficult to acquire, but the turnout for the blade was not high when discovered. Only the Second Mizukage was able to wield it at first with any efficiency, with the blade killing its previous users. Only during the First Great Ninja War did Isamu Hoshigaki wield Samehada to defeat Gyūki (8 Tails). Since then, Samehada has been infused with Bijū chakra and has risen to become the strongest of blades.
That being said, no one has been able to wield it since. The sword hungers and devours whoever tries to harness its power, only growing all the more tenacious since its encounter with Gyūki.
CURRENT WIELDER: HOSHIGAKI ARATA
Hiramekarei is a blade that has been bounced between a lot of different wielders. It was found in the swamplands of the Land of Marsh.
The sword possesses the ability to store chakra making it fit for clans that use ample amounts of chakra, i.e. the Hoshigaki and Uzumaki. It isn't that practical as a swinging weapon so many of the users tend to detach the handles and use it as a shield.
CURRENT WIELDER: TETSUJIN RAIGA
Kabutowari has never found itself in the hands of a constant wielder. The hammer and axe is mostly used by non-clanned Nin and Shinobi who come from blacksmith backgrounds. A good few of the wielders of Kabutowari were not Kiri-natives.
Kabutowari was founded in the Land of Valleys.
CURRENT WIELDER: KAGUYA WATARI
The Kiba blades are the most electric of the bunch. They are from the Land of Wolf - It was the first of the Seven Swords that was discovered with the Land of Wolf being a coastal country of the Eastern Continent.
When the Kiru clan arrived in Kirigakure, the clan head acquired the Kiba blades.
The Kiba blades currently holds the youngest 7NSM wielder in history.
CURRENT WIELDER: KARATACHI AYAME
Found in the Land of Neckk, the Executioner Blade was previously the most prestigious blade as it was wielded by the First Mizukage. It has since been dethroned by Samehada. Despite the Karatachi failing to hold onto the position of Mizukage after Yua's reign, they still managed to keep a grasp on the Executioner Blade.
The Executioner Blade has never left the Karatachi clan.

Nuibari was found in the Land of Key.
Unlike the other five swords, the death battle matches for Nuibari are held in secret.
The wielder is yet to be known. Rumours say the blade hasn't been challenged in 30 years.

WARRING STATES
Before the founding of the five great shinobi villages, the Land of Water was home to collections of small fishing towns and close-knit single-clan societies. The land did not provide much in terms of natural wealth outside of fishing. Yet, its island-rich environment led the people of the land to become excellent sailors and navigators, using these skills to traverse the continent and serve as traders, transportation, and smugglers for other clans during the period of war. Whilst war was somewhat common, especially involving the Hoshigaki and Kaguya clans, the Land of Water was more peaceful than most as other wars were an opportunity for successful commerce due to their total control over continental waters.
However, after the peace of the Uchiha and Senju led to the founding of Konohagakure, it was clear the world was about to change. The one to realise this was an infamous sellsword by the name of Karatachi Yua, the woman who would go on to become the 1st Mizukage. She brought her clan, the Karatachi, along with the Dokueki to settle amongst one of the smaller fishing settlements which was home of Hozuki. This small fishing village was known as Kirigakure.
This was the first successful joining of clans in the Land of Water, and the up-and-coming village would make use of the many minor but bloody wars to bring other clans such as the Yuk and Kiru into the village until a final war was fought between Kirigakure and the combined power of the Hoshigaki and Kaguya, vying for control of the region. This war would lead to the near extinction of the Kaguya and the destruction of the Hoshigaki island home. The real name of this island and its history as a clan home has been almost entirely scrubbed from history, but now it is only known by its nickname of “Oboro,” the slum island of the Village Hidden in the Mist.
The Suna-Kiri War and Occupation
After the first Mizukage, Karatachi Yua, died shortly after the war to solidify Kirigakure’s control of the Land of Water, the village was led into a period of prolonged peace and prosperity under the guiding hand of the 2nd and longest-reigning Mizukage, Yuki Kaito. He transformed the village from a loosely aligned group of clans into a true village which provided naval transport services to the other young great villages, gaining a foothold on the continent with their loose control over the Land of Rivers. The most successful of these trade partnerships was with the village of Sunagakure, who needed the naval transport of the Kirigakure to effectively trade with the wealthy villages of Kumogakure. However, the shrewd financial mind of the Mizukage had laid a plan, providing great loans to the Village of Sand to the point they were impossible to repay.
With this financial conflict, the Village of Mist invaded Sunagakure, taking over the village completely and funneling much of the region's minor wealth back to Kirigakure. However, this conflict cost the village greatly, with the 2nd Mizukage being assassinated by a Suna assassin and the 3rd Mizukage, Yuki Jiro, dying in the final battle to take over Sunagakure. This period of occupation would lead Kirigakure to act with newfound boldness and the ambition that had come to colour the cutthroat shinobi they produced. The village began to see itself as the most deserving of the villages, the one which had worked the most for their power and influence. This would eventually lead the 4th Mizukage, Hozuki Aigetsu, to perform an act which would change the world forever . . .
The First Great Ninja War
This conflict started as a project of ambition from the 4th Mizukage, seeing the heart of Konoha’s strength being in the Uzumaki clan and their ability to master the all-powerful Nine-Tailed Beast, something the Hidden Mist Village had always struggled with. However, the ambition of the Mizukage had failed to account for the combined strength of Kumogakure and Konohagakure. They summoned up the forces of the vassal state of Sunagakure, but years of resource drain and neglect led to the forces of Suna being far weaker. Eventually, Kiri forces were forced to surrender and retreat from both Hidden Sand Village and the Land of Rivers, due to the perfected Eight-Tails Jinchūriki of Kumogakure.
During the conflict, the already deadly and brutal nature of Kirigakure, created from the civil war to establish the village, was only further pushed as the 4th Mizukage was known for their brutality, being responsible for establishing the current Kiri Shinobi Academy and its rules around killing. During the length of the war, the 4th Mizukage would die in battle with Sarutobi Shinra. This death would prove a massive loss for the village, as the 5th Mizukage, Yuki Kiyoshi, would seize power through political manipulation but lacked the strength and brutality needed to lead the village through war. Near the end of the war, Kiyoshi witnessed the Eight-Tails Jinchūriki in person and fled. He would be followed, leading to a great battle in Oboro where the wielder of Samehada, Isamu Hoshigaki, would battle the Tailed Beast. This would unlock the latent chakra-consuming potential of the blade, allowing the Jinchūriki to be killed, costing the life of Isamu and causing untold devastation to Oboro. However, after Kumo was able to directly attack the village, the 5th Mizukage would provide unconditional surrender to enemy forces.
Contemporary Kirigakure
After the Great War, the spirit of Kirigakure was crushed, their ambition to sit at the top of the five villages beaten down. Whilst there was widespread disdain for the 5th Mizukage, the Yuki Clan had remained relatively untouched by the brutal war, and their generational wealth allowed them to keep the unhappy clans of the village loyal. However, unexpectedly, the 5th Mizukage would be killed—drowned in public during a fight against an unknown shinobi. This strange woman, Hozuki Ikagetsu, had invoked a trial by combat to claim the title of Mizukage, an obscure part of Kirigakure tradition enshrined by the 1st Mizukage.
Whilst many feared her and the brutal and public way she took power, it was also respected, especially due to the hatred for the 5th Mizukage and the surrender he symbolised. Now Kirigakure has begun to rebuild, quickly rebounding from the losses of the First Great Ninja War through strong intervention from the village government and utilisation of the village’s stronger-than-average shinobi. What the 6th Mizukage wants is a mystery to all but her innermost circle, but it’s clear that she embodies everything that made others fear Kirigakure: strength, ambition, and a willingness to do anything it takes.
