Wikipedia defines Cyber Warfare as the use of cyber attacks against an enemy state, causing comparable harm to actual warfare and/or disrupting vital computer systems. Wikipedia goes further to say that there is significant debate among experts regarding the definition of cyber warfare, and even if such a thing exists. One view is that the term is a misnomer since no cyber attacks to date could be described as a war.
These are based on resources from a NATO article, CyberWar: Does it Exist?, and Cyber Warfare: A Misrepresentation of the True Cyber Threat on JSTOR.
Our government takes these topics seriously and has a fair bit of documentation related to cyberthreats, including the Cyber Defense Review. Most of our military branches have divisions related to this too; including the Air Force, Army, Marines, and the Navy. Our intelligence agencies, including the CIA and NSA also take it seriously.
There's a good reason for this as well... While one may argue there have not yet been any "cyber wars", there have absolutely been cyber attacks in conjunction with military conflicts- as well as cyber attacks outside of military conflict.
