Bertrand Bower is the highest ranking official in the Howl. He presides over the HOWL headquarters (which he resides in) and the three HOWL garrisons located throughout the Wilderness. A fairly likable man, who carries the adventuring spirit of the HOWL's golden days into the forefront of his personality.
Was recently informed about the Wilderman's true identity and whereabouts by the Merry Band.
