Real Property Tax Notices from Weld County

I bought my home in May 2022. Summary of my Property Tax Notices from 2021-2025. The"Year" column in the table below is for the prior year and is due in the following year.

My issue is twofold: 

1) My covenants say the maximum mill levy is 50, but it is at 78.976, 

2) In 2023, my mill levy went up 10 points with no vote by the residents, which is required by HB23-1090.
