It's from the Latin phrase per centum, which means "by the hundred." A percent is simply a short way of writing a fraction with "100" as the denominator.
Here are some examples:
10% --> 10/100
25% --> 25/100
250% --> 250/100
In order to convert percentages into fractions, you put the "percent" over 100, then simplify the fraction. That's it!
