I can use a compass and straight edge to create a perpendicular line to a segment that passes through a given point either on or off the segment.

Create arcs that intersect the segment equidistance from the point.

With the point on the intersection of one arc and the segment, set the compass to be slightly wider than the distance to the point.

Using the same radius for each side, draw arcs that intersect above the point.

Connect the point to the intersection of the arcs. You're done!
