Gives lots of options for players
Might be complicated to make
Players can be nice or evil to their targets who surrender
Offers the possibility of creatures or enemies to become house-things or followers, or just an extra money source, depending on reputation and choices made
Cities have reputations
common (worldwide): greater increase to reputation, essentially the average of the local reputations
Local (city): higher means greater increase to reputation in that city, and Slightly better money deals in that city
more cash reward
more reward from quests
better buy/sell prices
also essentially the average of that local's specific reputations
Specific (turn-target-in vendor):
higher means more money from turning in the target
Each turn in spot has it's own reputation, specific reputation
Enemies can surrender to you, ones that can talk might say things from the list below when surrendering

"Wait! I surrender!"
"Please don't kill me. I surrender."
"Ok ok. You win. I yield."
"Ok ok. You win. I surrender."
"No, please! I don't want to die!"
"Don't kill me! Please don't kill me."
"I surrender! I surrender."
"Please stop! Don't kill me. Not yet." - most likely for dragon surrender
And other possibilities not listed.
They can they chat with you, or you can finish them off. Another possibility for some is jail time, such as for bandits. A reward for turning bandits in alive might even be added as well. Chatting with them can do several things.
They might give random lines about "Please don't kill me." Especially when you begin chatting with them.
They might give up information, like locations of quests, quest objectives, skyshards, loot spawns, and other stuff, and mark them on your map.
They might give up a strength or weakness of one of their allies, such as their boss, allowing you better attack and/or defence against that target, normally only for a small duration
You can have them go to jail, which you then escort them to jail
This option could also allow them to attempt to escape, so stay close so you can snag them before they get away
Vampires can use it as a free feeding oportunity
Vampires might be able to make a thrall out of the target
What they might say to a vampire:
"Please don't eat me."
"Please don't suck the life out of me."
"Please don't bite me."
They might act cowardly instead of combative
Options in this case can be:
Capture:
New housepet? New Mount? After being thoroughly trained it might just become one.
Something to sell for extra cash?
This option can also allow it to escape, so be careful.
You have to escort it to a location
To your house: once in your house you can leave it there, then go to a town's stablemaster to start training the creature to become a pet/mount
To house alternative: you can give it refuge in your home, do check in with it regularly or it might get aggressive, creatures with this will normally have or obtain a name
For either house option: Small creatures might be able to fit in any home, but large require larger houses, normally with backyards (or front-yards, or just a yard in general)
Escort To City: Sell it to the stablemaster or other animal/beast caretaker
with this comes reputation, each area might have varying reputations but there will be a common reputation
Reputation can do some things
Enemies might fear you
Enemies might come to you for aid or be neutral towards you
Some enemies might instead be allies
Some enemies might immediately surrender
Some enemies will act as normal
Effects depend on your reputation
Reputation cause/effect
Killing enemies even when they surrender might cause enemies to hate you or fear you and will cause fewer surrenders
Releasing enemies will make enemies calmer around you, and might make them become neutral or become allies
Helping enemies will make them more likely to become allies
Taking enemies to the city will make enemies more likely to fear you, hate you, or surrender to you, basically similar to killing but is more surrenders instead of less
You see all options but some are locked depending on
Giving refuge can go either way, but normally in your favor allowing them to be followers

If you somehow snag a trinket from the target, they will complain... Most trinkets have little to no value and have value only to the target you got the trinket from
return the trinket for better reputation with that target, then release for not only gain in reputation but even more gain for having returned the trinket

Send death threat (greater rewards from the boss for a period of time) (Does not stack) (Must have intimidating reputation)

Options versus Dragons

Tell which applicable home to go to
Go to a random home from what is owned and applicable
chat, they can always chat, but for beasts, they either can't or chat via motion as they have no voice, Dragons can chat with voice
for some, you can spar, although sometimes this makes enemies out of them and other times makes them closer with you
each being has rapport just like a follower does
Try to max out rapport before sparring
Especially if it's a dragon, if you can't beat it when you spar then you might have a permanent enemy (dragon) in your house
counteract: if it is at your entrance, and kills you there, then you respawn right there, repeatedly, it might get tired of killing you over and over and over and over and over and would then quit, and become neutral, you could then try to increase your rapport with it again
Join Me
with good enough rapport, they can be another follower for you
Dragons as followers: limited areas, only 1 dragon per 100 meters, and not available in Cyrodiil or Imp City just like normal followers
One Life: Followers this way have only 1 life, if they die they die for good... some might become unique and become ones that can respawn if you max out rapport with them
respawning ones obtain names, and named ones aren't always respawning ones as some might be captured and already have names
