One of the high level passives allows you to interact with civilians even as a Monstrous Vampire, without needing to Mesmerise them or reduce stage.
Like other Guild skill lines, probably levels to 10.
Ok, thanks to UESP, I found out that we actually do join House Ravenwatch.
As of now, all we get is a title. "of House Ravenwatch"
I wish we could get some sort of vampire-based pacifist/self-control skill tree.
I'm thinking similar to a Thieves Guild or Dark Brotherhood style skill tree would probably be easiest to make.
How to obtain? Same achievement that gives you the title. Only levels as a vampire. Passives only really affect vampires.
Probably more like a reputation type of levelling, rising occasionally for taking out bandits, falling for feeding on the innocent. Things like that. Only while you are a vampire.

I'll attempt to make two possibilities, one for each of the above.
Abilities: 1 Ult, 4 Abilities, 5 Passives, 1 Scribing Skill (Mages & Fighters); 1 Ult, 5 Abilities, 5 Passives (Psijic)

This is supposed to be like an OP Mesmerize, but as a low cost Ult. 150 cost tops.
Might have some sort of Ult gen bonus for slotting or slotting on either bar.
Must be a Vampire to use.

As a Monsterous (T4) Vampire, you can still talk to civilians and will not be ignored. Some may have altered lines, but you can still talk to everyone. As long as they don't have a problem with House Ravenwatch.
As a Stage 4 vampire with Unnatural Movement, if you were invisible within the last 3 seconds, reduce the time it takes to enter Unnatural Movement by 3 seconds.
As a Stage 4 vampire with Unnatural Movement and Shadowy Rider passive from the Dark Brotherhood, allows Unnatural Movement to effect your mount, allowing you to enter invisibility after a number of seconds of sprinting and possibly also reducing mount stamina costs, but the latter is unlikely.
As a vampire, reduce the radius you can be detected in stealth by 25%.

Smoke Bomb:
Stamina Based Ability
Throw a smoke bomb at your feet, stunning nearby enemies and summoning a cloud that turns you and your allies invisible within it. Revealing Effects clear portions of the cloud temporarily, when they leave of end the cloud returns if it still exists in that spot. The cloud cannot be detected from a distance. Detection potions will allow the cloud to be seen from afar, but those within still cannot be detected.
Bullet Points in case paragraphs not understandable:

Stuns enemies, blinds enemies due to cloud
Friendlies in the cloud are invisible, including to detection potions.
Reveals overwrite portions of the cloud radius that it overlaps. When the reveal is gone, the cloud returns.
The cloud is perceived within 15 meters, or farther if the player is using a detection potion.
NPCs don't detect anyone in the cloud. If a reveal disables the cloud, then they can detect, but otherwise the cloud is a safe space.
Enemies within the cloud cannot detect anything. NPCs may be stunned while they remain in the cloud.
The cloud lasts 3-5 seconds.
Morph A
Lasting Smoke
The cloud lasts at least 15 seconds.
Morph B
The cloud damages enemies.

Channeled Ability
Must be a vampire to use.
Might require a high vamp stage.
Turns you invisible while channelling
You can sprint and sneak while channeling. Still cannot use combat though.
Is free while Unnatural Movement is active.
Morph A: Grants Major Expedition while channeling, or Minor Expedition if you have another source of Major Expedition active.
Such as Cowards Gear.
Morph B: Reduces your regeneration penalty by one additional stage while channeling.
Worded this way just in case they add something to reduce penalties of vamp stages, such as adding sets or adding a passive effect to perfected scion.
Imperio (Ult Class)
Ultimate Class Ability
The ability name is the one from Harry Potter. Therefore it's already copyrighted. Need a new name for it.
Target is put under a spell and becomes your ally for 30 seconds. Doesn't work on bosses.
Powerfuls aren't immune. You can put Gargoyles, Minotaurs, and other powerfuls under this spell if you wish.
Duration: 30+ seconds.
The target will revert to enemy state when the timer runs out. If they are a certain type of enemy, you may be able to execute them just before they revert.
Feed and Blade of Woe.
Some enemies may become allies, lasting longer than normal or even permanently in that area, at least until you leave the zone.
Rarer still, some may become companions. You can't use them unless you have the appropriate DLC, but in the meantime they will follow you like an ally.
You might have limited slots for this, or there are a few per race. Some may become full blown companions, but most are just that NPC but as a summonable follower.
This includes animals and beast class and daedra. Not just humanoids.
If you seriously want a certain critter as a companion, just farm Imperio on one until it becomes a companion. Might need to zone hop a few times though.
50% more effective if used from stealth.
50% more effective if used from in front of them.
100% more effective is they are below 50% health.
Additionally 150% more effective if they are below 25% health.
More effective improves duration, and can improve ally and companion chances.
If used on a solo enemy, you can chat with them and convince them of things, such as becoming your ally or companion.
You need to be able to chat with them to do this. You can naturally chat with most humanoids and some daedra.
You need special skills to talk to animals and beasts. Or plants, if you Imperio a strangler or something.
Zones that have a control curse laid upon them, you will probably need to remove the curse before trying to use Imperio, or it will either not work or be less effective.
There is a place in Auridon, and I believe in Glenumbra? Probably more.
Vs Players
They become your team for 30-90 seconds, depending on effectiveness applied.
MORPHS
A
Changes from instant to cast time / channeled.
Stuns the target during cast. Unblockable, undodgeable, ignores CCI.
Exponential increase in effectiveness for every second channeled. 5 seconds max.
At 5 seconds, guarantees they are your ally while you are in the area. High chance they become a companion.
Vs Players, it remains instant cast and as effective as base ability. Maybe 10% more effective.
B
Also hit 2 other enemies close to the initial target with Imperio. This area effect doesn't apply to powerfuls or players.
Imperio (Basic Class)
Active Class
Magicka Ability
Enemy becomes your ally for 5 seconds.
Hold to channel it into a more powerful, longer lasting spell.
More magicka, longer duration, stronger effects.
Since you are messing with their mind, there is a chance for side effects.
There is a chance the effect will last longer than it should.
There is a slim chance they become an ally until you leave.
If they naturally spawn there and aren't a quest enemy, there is a very very slim chance they become an area ally that spawn in any time you enter the area.
There is a very slim chance they become a companion. You need the appropriate DLC to equip them though.
Powerfuls can sometimes resist it, unless you have at least 3 stacks channeled.
Bosses are immune to it.
MORPHS
A: Practiced
Cost is reduced, allowing you to make more powerful channels with the same amount of Magicka.
B: Steady
You gain immunity to most control effect while channeling, preventing you from being interrupted or disabled. Still cannot cast in a Silence bubble though.
