I need to figure out a way to program this into existence, and to be able to test it in a private testing server that either is or mimics ESO, then test it is every location and test it in cities and in missions, will it be applicable or not?
Gargoyles don't really make much noise, nor when they take damage, the only noise they make are movement, speaking, and on purpose such as abilities.
Natural: Wings
allows hover and flight
Flight: press (jump) in air to use stamina to increase your height in the air
Hover: Hold (jump) in the air to spread your wings and glide, doing so prevents you from going lower but also prevents you from regenerating stamina
3 tier:
3 tier: Flight Expertise
reduces the cost of flight, aka midair jumping
3 tier: Hover Endurance
allows hover to regenerate a little stamina
10% per tier, max = 30% or your stamina regeneration
