It's a much bigger shield. Pretty much uses the same skill tree, except for the shield attack abilities because it's too heavy for that.
Costs 5-10 times as much wood to make a tower shield than it does to make a normal shield.

Pierce Armor
Thrust your weapon with disciplined precision at an enemy, dealing 1199 Physical Damage and taunting them to attack you for 15 seconds. Also inflicts Minor Breach and Major Breach on the enemy, reducing their Physical Resistance and Spell Resistance by 2974 and 5948 for 15 seconds.
Also inflicts Minor Breach, further reducing the enemy's Resistances.
Ransack
Thrust your weapon with disciplined precision at an enemy, dealing 1199 Physical Damage and taunting them to attack you for 15 seconds. Also inflicts Major Breach on the enemy, reducing their Physical and Spell Resistance by 5948 for 15 seconds. You also gain Minor Protection, reducing your damage taken by 5% for 15 seconds.

Low Slash
Surprise an enemy with a deep lunge, dealing 1392 Physical Damage and afflicting them with Minor Maim, reducing their damage done by 5% for 15 seconds.

Deep Slash
Surprise an enemy with a sweeping lunge, dealing 1799 Physical Damage to them and other nearby enemies, afflicting them with Minor Maim, reducing their damage done by 5% for 15 seconds. Enemies hit also have their Movement Speed reduced by 30% for 4 seconds.
Increases the damage dealt. Now hits all targets near the initial enemy hit, and snares them.
Heroic Slash
Surprise an enemy with a deep lunge, dealing 1438 Physical Damage and afflicting them with Minor Maim, reducing their damage done by 5% for 15 seconds. You gain Minor Heroism, granting you 1 Ultimate every 1.5 seconds for 15 seconds.
You gain Minor Heroism, increasing your Ultimate generation.
Defensive Posture
Bolster your defenses, gaining a damage shield that absorbs up to 4958 damage for 6 seconds. This portion of the ability scales off your Max Health. You reflect the next harmful direct damage projectile cast at you. This effect can occur once per cast.

Absorb Missile
Bolster your defenses, gaining a damage shield that absorbs up to 4958 damage for 6 seconds. While the shield persists, you are healed for 2560 Health the next time a harmful direct damage projectile hits you. This effect can occur once per cast. This ability scales off your Max Health.
Projectiles that are absorbed by the damage shield heal you, rather than reflect.
Defensive Stance
Bolster your defenses, gaining a damage shield that absorbs up to 4958 damage for 6 seconds. This portion of the ability scales off your Max Health. You reflect the next harmful direct damage projectile cast at you. This effect can occur once per cast. While you have a shield equipped, the amount of damage you can block is increased by 10% and the cost of blocking is reduced by 10%. If it is Tower Shield, upgrade to 20% more block mitigation and 25% reduced block cost.
While slotted, you reduce the cost of block and increase the amount of damage you can block.

Scribing Ability - can't fully make the idea until I know how the general scribing system works
Somewhat based off Seethe from Guardian Fighter from the second major version of Neverwinter, true version numbers unknown. Don't know if that ability still exists. It's currently in what I call it's third major version, but it's true version number is beyond that. It's pretty much unplayable now.
First Major Version: Arc Games
Second Major Version: Arc died, needed new publisher. Skills and Crafting changed. Some skills changes beneficial, others great loss.
Third Major version: deleted many maps and changed the leveling and skill systems drastically.
Primary Effect: You are immobilized and you are invulnerable from the front. Damage from the front costs block cost and is negated. Other Damage (like from behind) is split between stamina and health. You count as blocking for the purposes of resisting effects and
Main Effect Choices (Focus)
1) While channeling, when you are struck, you gain a stack of seethe, increasing your damage against foes that hit you while channeling for 15 seconds after you stop channeling
2) While Channeling, you restore resources each second if you have not been struck in the past 3 seconds.
3) While Channeling, you are considered to be under the influence of CCI.
4) While channeling, you summon a damaging aura around you, damaging nearby enemies every second.
Focus Scripts from the Video
Physical Damage: While channeling, summon a damaging area around you that deals Physical damage to nearby enemies based off your Physical Resistance
Shock Damage: While channeling, summon a damaging area around you that deals Shock damage to nearby enemies based off your Physical Resistance
Pull: While channeling, summon whirlwinds around you that pull enemies towards you every 2 seconds.
Immobile: While Channeling, every 4 seconds emit a pulse that immobilizes enemies for 3 seconds.
Healing: While Channeling, restore resources every second. This may also benefit allies, but that is doubtful.
Damage Shield: While Channeling, generate a damage shield that scales off your max health. Reaches max potency after 5 seconds.
Generation rate is 10 times your recovery, minimum 1000/s. This portion is halved by battle spirit.
Max DS is 25% of Max HP. This portion is unaffected by battle spirit.
Secondary Effect choices (Signature)
1) While slotted, you are slowed when bracing but have reduced block cost and increased mitigation.
2) While slotted, you are immobile when bracing and cannot rotate. Damage received from the front is negated, but other damage received ignores 15% block mitigation.

Damage Over Time: Enemies affected by the Focus Script take additional damage over time.
Snare: Enemies within your Aura are slowed.

Healing Over Time: You gain 5 seconds of heal over time once every 10 seconds while channeling. If beneficial Focus is slotted, instead turns it into an Aura if it isn't already. If it is already an Aura, then the HoT pulse effects allies as well.
Defiance:
Cleanse a negative effect every second, consuming magicka for each effect cleansed. If you don't have enough magicka, this effect is disabled.
May be able to effect allies if beneficial is aura. Magicka cost occurs once per cleansing pulse if that is the case, allowing you to cleanse multiple allies for the price of one.
Soul Infusion: Probably Irrelevant
Tertiary Effect choices (Affix)
1) Gain Major Brutality and Sorcery when struck
2) Gain Major and Minor Protection while channeling

Tower Shield Benefits (no SP cost)
Besides the fact it has double the armor value of a normal shield
Increases the Block mitigation ceiling to 99% instead of 90%

Fortress
Reduces the Stamina cost of your One Hand and Tower Shield abilities by 15% and reduces the cost of blocking by 50%. (buffed)
Sword and Board
Increases your Weapon and Spell Damage by 5% and the amount of damage you can block by 40%. (buffed)
Deadly Bash
Improves your standard Bash attacks, causing them to deal 500 more damage and cost 30% less Stamina. (reduced)
Deflect Bolts
Increases the amount of damage you can block from projectiles and ranged attacks by 30%. (buffed)
Battlefield Mobility
Reduces the Movement Speed penalty of Bracing. Current penalty: number%
Reduces penalty to 15%. (buffed) (You are still slower with this shield than a basic shield)
