An alternate use of this could be for a Mythic or a Set that adds one slot for a passively slotted ability, to both bars, or the bar that activates the set if bar swap deactivates it.
Or for a set, like a weapon set, that grants an alternate function to a slotted ability. Sometimes class based, sometimes guild, sometimes world, or any other ability type. Probably dropped by Tho'At.

Gain a second bar on each equipment bar.
This bar is passively slotted abilities.
Don't have too many or you'll be stuck without resources.
Purpose: So you don't have to spam certain abilities.
Warning: Abilities slotted reduce max resource pools. They also cannot be slotted in the usable bar.
Buff abilities are the main ones to be used here.
Others that grant slotted bonusses can also be used here.
Abilities that are purely attacks cannot be used here.
I have made ideas for in case they are used as slotted, but, let's say impale (Nightblade), really shouldn't have any special passive slotting effects. It's purely an execute ability with no slotted bonusses or anything.
Ultimates hinder your Ult gain and capacity and have reduced effects.

Free versions of abilities only grant their normal slotted bonusses and nothing more.
Costly ones provide benefits based off the ability.
Free abilities are the ones that might get broken.
Reduces the effectiveness and changes the cast method of the ability.
Some abilities will proc through basic attacks.
Some through Heavy attacks.
Some through the offensive ability slotted above them.
Some as Synergies.
Some through block, bash, or roll dodge.
Some upon a kill or certain type of kill.
Most are of reduced effectiveness.
This does NOT apply to the Werewolf Skill Bar.

Passively slotting for Free gives only slotted benefits.
Passively slotting's costs are in max resource. Ultimates reduce ultimate generation and can reduce ultimate capacity.
Partial cost grant minimal effects from the ability, or procced versions.
Full cost grant altered effects of the ability constantly or at certain procs.
Some abilities can be passively slotted as proc abilities and might not have a cost to slot, but instead cost on proc.
