As you move, you have many images of yourself. These phantom images cause enemies to miss you on occasion, but also sometimes hit you twice.
You will sometimes bypass enemy defences, and sometimes miss.
When you fall from heights, you take no damage. Instead, that damage is spread around you in a blast that increases in size and potency the farther you fall.
Your falling animation is with a purpose, not chaotic like most others.
When stationary, you can hold the sprint button to immobilize yourself and charge up a dash based off your sprint speed and cost. The channel can charge up to 5 seconds, increasing cost and distance the longer it is channeled. This procs while channeling effects, such as Light of Cyrodiil and High Elf. It doesn't do damage, so it isn't affected by Deadly Strike. However, since it scales off Sprint, it is affected by Fiords, Prisoners Rags, Cowards Gear, Darkstride, and Stormweaver's Cavort, as well as other such sets. Since it is a curse, you cannot have Vampire in tandem with it.

An image will feint an attack, and you will follow through. Thus this ability ignores some of the enemy's defenses. (Players may use the feint as forewarning and block the attack though.)
Fade Dash
You fade out of existence, aka disappear, for 1 second and then reappear at the target location.
Supernatural Reflexes
Your images actively defend you. Gain Major Evasion and Minor Protection for 15-30 seconds.

Incoming Melee attacks are countered and the target takes damage equal to the mitigated damage. It's not a full mitigation. Scales off either armor or block mitigation. If off armor then it doubles your armor score against melee attacks that it ripostes. Or something like that anyway. No, rework below.
Major and Minor Evasion will reduce the damage of incoming melee attacks, as well as Area Damage. Enemies countered this way take damage equal to the mitigated damage you didn't receive from their attack. This means having more armor and more defense buffs will improve the damage dealt to melee attackers.
Block Mitigation: If your armor and buffs don't reduce enough damage, but your block mitigation is decent or high, you will automatically block such melee attacks free of cost and riposte them. Er, your images will, not you. You cannot block and riposte more than 4 attacks at a time (aka per second). This can have greater total mitigation than the above version, especially for block tanks, and can lead to stronger ripostes.

The first second applies many stacks, but the stacks rapidly slow down until it becomes a crawl at 3 seconds. Not very useful to continue channelling to 5 seconds, besides the fact that enemies do not detect your path, only entry and exit points.

When you release, you need to be holding a movement button to dash. Otherwise it will just cancel.
Casting: No movement + Sprint = begin channeling. Movement + release = dash. No movement + release = cancel. Movement + Sprint = Sprint, not cast.
For Xbox/Console Users, there is also a slottable version when this passive is purchased. In case it is too difficult to cast this way on controller.
Likewise with controller using PC players, can slot it as well by dragging the passive circle icon to the ability bar. Hold the ability to channel, then activate movement and release to launch.
Reminder: Immobilized while channeling. Movement does nothing while they are channeling this.
Probably like this: 10 stacks over 1 second followed by 5 stacks per second for 2 seconds followed by 2 stacks per second for 2 seconds. That makes about 24 stacks? Meters = sprint speed. If sprint speed is 150%, then you will launch 36 meters in that direction at max stacks.
Cost be like 10 times sprint cost per stack. If sprint cost is 250, at 24 stacks, that's 60000 Stamina/Magicka (Magicka if stormweavers).
... Maybe 10 times is too high... 5 times, for 30k? 4 times for 24k? 2 times for 12k? Flat sprint cost for 6k?
If they really love using this ability, they may use sets like Prisoners Rags or Darkstride to reduce cost. I've gotten mine down to about 75.Â
Flat = 1800, 2 times for 3600.
Really depends on how you want to balance it or whatever.
Most will probably only use 15 stacks (2 seconds), could probably attempt to balance from there.
150% at 250 = 22.5m at 3750 cost
165% at -65% cost (87.5 if 250 is base) = 24.75m at 1312.5 cost (Fiords + either Prisoners Rags or Darkstride)
