MAPP (Mobilizing for Action through Planning and Partnerships) Framework

The MAPP Framework is a community driven, strategic planning tool for improving the performance of local public health systems and creating healthy communities. Developed by the National Association of County and City Health Officials and CDC, MAPP helps communities prioritize their health issues and identify resources using six phases:

  • Organizing
  • Visioning
  • Assessments
  • Strategic issues
  • Goals/strategies
  • Action cycle

The website has numerous resources, including technical assistance for conducting each phase, a peer assistance network for MAPP users, tip sheets, and case studies.

Community Briefing Prevention Toolkit: Town Hall Meetings

Town hall meetings engage communities in key public health issues and garner support for programs addressing those issues. This 36-page toolkit provides step-by-step instructions to assist in coordinating and promoting a town hall meeting. The toolkit focuses on underage drinking prevention, but it is also useful for planning meetings that address other health topics. Prepared by the Substance Abuse and Mental Health Services Administration and available in Spanish, the toolkit has a facilitator's guide, event planning checklists, templates for press releases, and more.

This toolkit helps users talk about and create partnerships for building and supporting programs. Its sections cover the following four stages of partnering:

  • Determining the need for partnerships
  • Developing partnerships
  • Evaluating partnerships
  • Sustaining partnerships

Each section provides definitions, action steps, tips, and questions to assist in the process. The CDC's National Comprehensive Cancer Control Program developed the toolkit.
