Mission Statement

Guided by the principles of public health and social justice, our mission is to promote health and reduce both the impact and incidence of HIV/AIDS by working in partnership with other agencies and diverse community groups.

NHAS - THE NATIONAL HIV/AIDS STRATEGY

“When one of our fellow citizens becomes infected with the human immunodeficiency virus (HIV) every nine-and-a-half minutes, the epidemic affects all Americans. It has been nearly thirty years since the first cases of HIV garnered the world’s attention. Without treatment, the virus slowly debilitates a person’s immune system until they succumb to illness. The epidemic has claimed the lives of nearly 600,000 Americans and affects many more. Our Nation is at a crossroads. We have the knowledge and tools needed to slow the spread of HIV infection and improve the health of people living with HIV.” President Obama

President Obama committed to developing a National HIV/AIDS Strategy with three primary goals:

1) reducing the number of people who become infected with HIV,

2) increasing access to care and optimizing health outcomes for people living with HIV, and

3) reducing HIV-related health disparities.

Success will require the commitment of all parts of society, including State, tribal and local governments, businesses, faith communities, philanthropy, the scientific and medical communities, educational institutions, people living with HIV, and others.

The vision for the National HIV/AIDS Strategy is simple: “The United States will become a place where new HIV infections are rare and when they do occur, every person, regardless of age, gender, race/ethnicity, sexual orientation, gender identity or socioeconomic circumstance, will have unfettered access to high quality, life-extending care, free from stigma and discrimination.”

HIV Prevention Program

HIV Prevention Program staff coordinates its efforts in collaboration with the local health districts, HIV Prevention Planning Groups, HIV-infected and affected communities, state and local HIV prevention providers, and other concerned and committed citizens to improve HIV Prevention service delivery in Nevada; to ensure the HIV Prevention planning process supports a broad-based participation; that HIV Prevention needs are adequately identified in each jurisdiction; and that resources target those at greatest need and interventions set forth in its Jurisdictional HIV Prevention Plan.

RYAN WHITE HIV/AIDS PART B (RWPB) PROGRAM

The Nevada Division of Public and Behavioral Health Ryan White HIV/AIDS Part B Program (RWPB) provides medications and services to eligible HIV/AIDS clients. Nevada’s AIDS Drug Assistance Program (ADAP) Formulary is geared toward optimum patient care; medications are maintained in coordination with and by recommendation of the HIV/AIDS Medical Advisory Committee (MAC).

Funding: Health Resources and Services Administration (HRSA) Ryan White HIV/AIDS Program Part B and Nevada State General Fund.

Part B of the Ryan White HIV/AIDS Treatment Modernization Act provides grants to all 50 States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, and 5 U.S. Pacific Territories or Associated Jurisdictions. RWPB Eligibility

The Ryan White Part B Program is payer of last resort.

The eligibility screening process will qualify clients for available Ryan White services. There are two locations for statewide access to the eligibility screening process:

Reno, Carson, Tahoe, Elko, and Rural Areas: contact Access to Healthcare Network (AHN) at (775) 284-8989 or toll free at 1-877-385-2345;

Clients are placed in the medication program that is most appropriate for their circumstances and in keeping with the cost-effectiveness of the plan.

Ryan White is payer of last resort.

RWPB Eligibility Criteria

Eligibility criteria for the RWPB program are determined on a state-by-state basis according to the federal guidelines. Anyone moving to Nevada from another state will need to re-apply for RWPB, and benefits are administered under the policies of Nevada. The statewide eligibility criteria are reviewed periodically to determine if the program has been successful in providing medication and other medical services to low-income HIV+ and AIDS patients.

Current eligibility criteria include, but are not limited to:

Client income must not exceed 400% of Federal poverty Guidelines (FPG) at approximately $45,960/year.
Client may have one single-family, owner-occupied home and one car (two cars if married.)
Additional liquid assets of the client may not exceed $10,000.
Confirmed diagnosis of HIV/AIDS & documented laboratory tests for T-Cell counts and viral load must be done every six months.
RWPB recertification, including ADAP, must be done every six months.
Applicant must be a Nevada resident with two forms of government issued identification.
Retirement accounts that currently do not provide income unless the applicant is over 59.5 years of age are not included in assets.

AIDS Drug Assistance Program (ADAP)

The ADAP can help pay for all or part of your HIV medications if you meet the program requirements.

Health Insurance Continuation Program (HICP)

The Treatment and Care Program can pay your COBRA payments if you meet the program requirements.

Premium Payment Program

The ADAP Private Insurance program can pay co-pays for HIV medications if you have private health insurance, but can’t afford to pay for them yourself. You must meet the program requirements.

THE HIV/AIDS MEDICAL ADVISORY COMMITTEE (MAC)

MISSION: The mission of the Committee is to assist the AIDS Drug Assistance Program (ADAP) in providing an important link in an overall continuum of care and treatment for people in Nevada with HIV disease by recommending which antiretrovirals and other medications are needed to treat HIV and related conditions for patients covered by ADAP.
