Adobe Animate is a 2D multimedia drawing, layout, animation and interactive design application that allows easy publishing to multiple platforms. Adobe Animate is part of the Adobe Creative Suite, available for free to every student at the University of Michigan. It can be used for small or large-scale animations, and features its own rigging system and interactive features for online publications. It has a low to moderate learning curve, as the interface is fairly easy to understand, but animation principles can be more challenging to the beginner. You may want to familiarize yourself with these through the LinkedIn Learning essential training before embarking on your first project. Adobe's website and the application interface itself also include some introductory tutorials.
