Skeletons are the animated bones of the dead in this case humanoid, which was brought to unlife through either a foul blight or Kokumajutsu.[Necromancy]
While most skeletons are mindless automatons, they still possess an evil cunning
imparted to them by their animating force— a cunning that allows them to wield weapons and wear armor.
Contrary to popular opinion skeletons are still capable of using some technique magic
[except Ninjutsu and Fuinjutsu due to lack of intelligence scores] the standard skeletal mage
is no different from your skeleton warrior except it either was a mage in its past life
or just happened upon a mage equipment and figured out how to use it, over time exposure
to the mystical energies within mage equipment would cause the skeleton to develop more
magical abilities than your average skeleton.
