Staggered (Ex): Borg have poor reflexes and can only perform a single move action or standard action each round. A Borg can move up to its speed and attack in the same round as a charge action.
Adaptive (Ex):
Borg are able to adapt their shielding to new attacks, rendering them ineffective.
Whenever they receive damage, roll 1d20. On a roll of 20, the Borg (as a collective) will have now adapted to that attack and will no longer suffer damage from it, every time a borg is struck by the same damage type, the threat range to adapt increased by +1 to a maximum of 10-20, borg can be resistant to 1 thing at a time per tier of Adaptive shielding the Drone possesses.
The attack is a specific type (e.g. phasers, or disruptors). This does not apply to normal physical damage of the piercing, slashing, and bludgeoning type, but it does apply to Chakra attacks as a elemental whole, in other words the Borg CAN and WILL adapt to excessive use of electrical or fire chakra for example, using non chakra elements against them does not trigger activation(throwing magical fire could cause adaption but locking them in a room with non-magical fire would not.
It is possible to reset this resistance to a specific attack by spending a 5 chakra points(if a ability) and/or a full round action (if ability or device) in which case the attacker will "cycle the frequencies" or something similar.
Creating a Borg
The Borg are known for their ability to assimilate other creatures. "Borg" is an acquired template that can be added to any corporeal creature, referred to hereafter as the base creature.
Challenge Rating: This depends on the creature's new total number of Hit Dice, as follows:
Alignment: Always lawful evil.
Type: The creature's type remains the same. It uses all the base creature's statistics and special abilities except as noted here.
Armor Class: Natural armor is based on the Borg's size:
Hit Dice: Drop HD gained from class levels (minimum of 1) and change racial HD to d8s. Borg gain a number of additional HD as noted on the following table.
Borg use their Charisma modifiers to determine bonus hit points (instead of Constitution).
Saves: Base save bonuses are Fort +1/3 HD, Ref +1/3 HD, and Will +1/2 HD + 2.
Defensive Abilities: Borg lose their defensive abilities and gain all of the qualities and immunities granted by the Borg template .
Borg gain the Adaptive special defense (see below).
Speed: Winged Borg can still fly, but maneuverability drops to clumsy. Retain all other movement types.
Attacks: A Borg retains all the natural weapons, manufactured weapon attacks, and weapon proficiencies of the base creature.
It also gains a slam attack that deals damage based on the Borg 's size, but as if it were one size category larger than its actual size.
Special Attacks: A Borg retains none of the base creature's special attacks.
Abilities: Str +2, Dex –2. A Borg has no Con or Int score, and its Wis and Cha become 10.
BAB: A Borg's base attack is equal to 3/4 its Hit Dice.
Skills: A Borg has no skill ranks.
Feats: A Mindless Borg loses all feats possessed by the base creature, and does not gain feats as its Hit Dice increase, but it does gain Toughness as a bonus feat.
Special Qualities: A Borg loses most special qualities of the base creature. It retains any extraordinary special qualities that improve its melee or ranged attacks. A Borg gains the following special qualities:
Staggered (Ex): Borg have poor reflexes and can only perform a single move action or standard action each round. A Borg can move up to its speed and attack in the same round as a charge action.
Adaptive (Ex):
Borg are able to adapt their shielding to new attacks, rendering them ineffective.

Bestiary Entry
"The Borg are a cybernetically enhanced humanoid collective of multiple species, similar in nature to an insect hive. The decisions of the Collective as a whole are made by a hive mind, linked by subspace radio. The Borg inhabit a vast region of space in the Delta Quadrant of the galaxy, possessing thousands of vessels. They operate toward the fulfilment of one purpose: to "add the biological and technological distinctiveness of other species to [their] own... [in pursuit of] perfection". The concept of perfection is the unifying idea at the core of the Borg Collective. The pursuit of an unemotional, mechanical perfection is the Borg's only motivation. This is achieved through forced assimilation, a process of 'conversion' in which technology and life-forms are adapted for the Collective's use." - Data
