Valcena

Valcena is the capital province of the Palman Imperium on New Palma, it has the greatest population of Ancient palmans within the empire with them making five percent of the human population, Valcena is one of the only places with intact noble familes from the ages of old.

It is situated in the western center of the empire, where the Empress, along with her Elder Council, lives and rules from the Imperial Capital Soukara. After the discovery and vassalization of the Cyrodiilic Empire some have begun to notice a slight similarity in the geography and history of the region, some have suggested to the possible meddling of the god Talos
