Referral for special education evaluation takes place following the SSP process where interventions have been tried and pre-referral intervention results indicate that the student may have a disability
Students may also be referred directly to special education if the possibility of a disability has been previously established (e.g. in another school district), or if the presence of a disability requiring special education is obvious (e.g. nonverbal, or severe sensory disability).  Students may also be referred directly in emergency situations (e.g., pending expulsion proceedings or legal action, extreme behaviors).

A comprehensive evaluation is necessary to determine eligibility for special education services.  It takes place after a referral has been received from the Student Study Process and written parent permission for evaluation has been obtained.
