In-District Transfer Protocol

Applying students must remain in their resident district or assigned campus until Hillsboro Online Academy (HOA) accepts the transfer request and the IEP team has met to review student’s needs.

    1. Parent fills out transfer request.

    2. HOA office manager determines special education status and contacts HOA resource teacher if student has history of special education eligibility

    3. Throughout this process, the HOA principal has right to refuse transfer as in any in-district transfer.

    4. HOA resource teacher reviews current IEP and meets with HOA principal.

    5. HOA resource teacher contacts current case manager to coordinate an IEP team meeting. The current case manager is responsible for calling and documenting this meeting.

    6. IEP team convenes (most likely at current school) to determine if FAPE can be provided. “Questions in Determining Appropriateness of Online Program” on the next page must be answered.

        1. If the team determines that FAPE can be provided at HOA with reasonable accommodations and modifications, then HOA resource teacher revises IEP to reflect changes.

        2. If the team determines that FAPE cannot be provided in online setting, current case manager completes paperwork and revises IEP to address any changes to meet the student’s needs in his or her current environment.

    7. Depending on whether the student is concurrently enrolled or the demands of the services indicated, the HOA principal and current school principal determine case management and the location for services to be provided.

Out-of-District Transfer Protocol

Adhere to the above steps as closely as possible in order to facilitate communications between sending and receiving schools, but State rules regarding out-of-district transfers will have first priority.
