While at first glance a solo fighter, his true strength lies in the support it can offer as a meat shield and scouting unit.
Cerberus is first unlocked at HQ2 and is classified as an infantry unit even though it is in the same armor class as light and medium vehicles like Hammer. This makes it resistant against the normal infantry counters like machine guns (Porcupine and Coyote) and Sniper, and while Grenadiers might seem like a big threat to it, one has to note that Cerberus has anti infantry capabilities equal to 10 Assaults.
In terms of speed, it can keep up with the fastest vehicles, namely the Hammer and Jaguar, allowing it to scout the enemy base and then escape relatively unscathed, especially if one considers that it can jump away from enemies and has an emergency shield that blocks so much damage that it comes close to temporary invincibility.
These features can also be used offensively when facing Chameleon as it can simply jump into its cloud and reveal the units inside. It then not only soaks up a lot of damage for the rest of your army, but also causes some of your enemy's army to die to friendly fire. This effect can be enhanced by combining Cerberus with Fire Assaults, which can then jump in behind it.
And while its rocket launcher can't keep up with the rest of its features, it shouldn't be forgotten either, as it protects Cerberus from a vulnerability against helicopters which would otherwise seriously threaten it. On top of this it also has a bayonet, allowing it to (nearly) one-shot kill Riflemen depending on their upgrades.
Overall the most important part of using it to its fullest potential is to, besides scouting, always use it together with other troops.
Very Mobile
Can Jump over obstacles that would otherwise block other ground units
Very versatile weaponry making it effective vs most units
