The address fulfilled Article II, Section 3, Clause 1 of the U.S. Constitution, which states that the President, “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient.” Though a routine political tradition today, Washington's address represented a milestone in the long and difficult process of implementing and interpreting the Constitution, defining the respective roles of the three branches of government, and forging the political basis of a unified national identity." If James Madison was the Constitution’s chief architect, as some textbooks say, then Washington was its general contractor in that he, more than anyone, got the work done."
