Think write:
First write about your initial reaction to the story: what happened? How could they do such a thing? What does this reveal about their society? Were you surprised by the ending? Once you've gotten this out of your system, think and write about how the characters in the story have rationalized the use of the lottery. Why do they continue to use such a barbaric and violent event? (Think about Old Man Warner and his comments). How does this story compare to The Hunger Games? What do you think Jackson's purpose was in writing this story? Use some direct quotations to focus your writing.
