Test tasks are those assessments that have an opening and closing date/time and a strict time limit.
There are security concerns for tests that have a question files students download
Tests may have to be emailed out to students to resolve these issues
Manage can set opening and closing times for assessed tasks.
Builders/authors can set offset days but not exact hours.
Follow the procedures for Assignment Tasks. Use the written and recorded task type and File Upload sub-type. Only the uploaded file is sent to OLM.
The only difference between an Assignment Task and a Test Task is the setting of opening and closing dates. There are however a number of gottchas with security and live updates. See below.

You may be thinking at this point that you could upload the question file to the resources section and then link these in the task question. These are hidden in date locked tasks right?
These are hidden but are hack-able and deemed too high a security risk
Do the questions have to be in a file, can they be entered into the question area as text? If so do that.
Note the student will still need to upload a file to go to OLM.
If your questions need to be in a file then the workaround currently is...
Email the questions to the students at the opening time.
Students can then upload their answers using a file upload task type.
Live updates will clear any dates and times set by COA.
The workaround requires close co-ordination with COA - and some addition.
The process is:
Make the live edit required
Return to the study plan
Set the 'Opens beginning of' and 'Closes/Due' to the days to match the date the COA has set. Get this right as the next step is.
Publish
Have COA adjust the time if the test opens and closes at specific hours.
