[Solution: This is a three part puzzle consisting of an indexing step, a nonogram map style step, and an audio decoding step. In the indexing step, puzzlers realize from flavor text and the puzzle title that they will need to identify monster/creature names from the novel Expedition. Then, they index the number into the creature names to obtain TOTAL. Then, puzzlers solve the nonogram following normal rules to obtain a picture spelling out the word SYSTEM. Finally, in the audio portion, puzzlers realize the static in the background as well as the hint to captain Samuel refers to morse and decoding using the louder parts of the static spells out the word FAILURE. Thus, the final answer is TOTAL SYSTEM FAILURE.]
