There are several ways modelling hair, depending on the hairstyle of the character. It's good to start off with the head and add the hair afterwards, this makes it easier to create hair. Looking at these methods I might go for method 1 or 2, depending how quick I finish my character I will try to aim for method 2. Method 2 has a more realistic look and I would like to learn that method rather than method 1 as it seems quite easy and is an old method. And potentially method 2 to create the beard for my character, if I have enough time.
Old method but can be useful, could be useful if the hair suits the character and polycounts needs of your character. Model the hairstyle and delete any polygons that are unseen on top of the skull. Lastly, combine main- and hair mesh.
Using planes to model hair and stimulate hair strands. It can be blocky but using alpha maps will make the hair look realistic and transparent at the edges.
Method 3 is similar to method 2 besides there is bones in the hair to create movement. This is a method I would like to try if I was aiming for a more polished and finished character.
