The Woodlandia Office of the President Minister was created on 21 October 2020.

The President Minister of Woodlandia oversees the President Minister's Office. The President minister chooses the ministers who make up the Royal Cabinet. The Cabinet and the president minister monitor all activities in relation to the monarchy of Woodlandia, including its government. Under the Woodlandia constitution, all of the power to exercise these activities is actually vested in the monarch of Woodlandia, but in practice the monarch (who is the head of state) or his/her representatives, the President Minister and the Prime Minister of Woodlandia, approves them routinely, and their role is usually ceremonial though their powers may be exercised at their pleasure.

The office of President Minister was established by an uncodified constitution, meaning that it is not set out in any single document and is based on a long-established convention, whereby the reigning monarch appoints as president minister the person most likely to command the confidence of the Royal Cabinet as acting head of government. The position of President Minister was created on 21 October 2020 through numerous Acts of Parliament, political developments, and accidents of history. The office is therefore best understood from a historical perspective. The origins of the position are found in constitutional changes that occurred during a resulting shift of political power from the Sovereign to Parliament. Although the sovereign was not stripped of the ancient prerogative powers and legally remains the head of government, politically it gradually became necessary for him or her to govern the monarchy through a president minister who could command a majority in Parliament. The prime minister acts as the private "face" and "voice" of His/Her Royal Highness's government, both at home and abroad.

The relationships between the president minister and the sovereign, Parliament and Cabinet are defined largely by these unwritten conventions of the constitution. Many of the president minister's executive powers are actually royal prerogatives which are still formally vested in the sovereign, who remains the head of state. The office and role of President Minister featured in Woodlandia law and official documents and the president minister's powers and relationships with other institutions still largely continue to derive from ancient royal prerogatives and historic and modern constitutional conventions. President ministers continue to hold the position of the Acting Head of Government.

Under this arrangement, the Principality of Woodlandia might appear to have two executives: the president minister and the sovereign. The concept of "the Crown" resolves this paradox. The Crown symbolizes the state's authority to govern: to make laws and execute them, impose taxes and collect them, declare war and make peace. The Constitution has effectively dispersed the powers of the Crown, entrusting its authority to responsible ministers (the president minister and Cabinet), accountable for their policies and actions to Parliament..

Although many of the sovereign's prerogative powers are still legally intact, constitutional conventions have removed the monarch from some of the day-to-day governance, with ministers exercising the royal prerogatives, leaving the monarch in practice with three constitutional rights: to be kept informed, to advise and to warn.

Cabinet

The president minister is also the leader of the Royal Cabinet. A convention of the constitution, the Royal Cabinet is made up of a group of ministers who formulate policies. As the political heads of government ministry departments, Cabinet Ministers ensure that policies are carried out by properly and lawfully. Although the president minister selects his/her ministers, appointment still rests with the sovereign. With the president minister as its leader, the Cabinet forms the royal branch of government.

The term "Cabinet" is used to describe those ministers who confer privately among themselves or with the sovereign. Historically, the growth of a Cabinet is often met with widespread complaint and opposition because its meetings were often held in secret. Excluding the Royal Privy Council (the sovereign's circle of advisers of which certain cabinet ministers may be a member), the Woodlandia government is an open government and often discloses classified government information when deemed important to the public.

The Royal Cabinet includes members who have worked for the government for at least three full years, however, it might also include individuals who were not members of Parliament such as household officers (e.g. the Master of the Horse) and members of the royal family. The exclusion of non-members of Parliament from the Cabinet is considered essential to the development of ministerial accountability and responsibility.

Historically, the sovereign would appoint and dismiss Cabinet members, attend meetings, make decisions, and follow up on actions. Relieving the Sovereign of these responsibilities and gaining control over the Cabinet's composition was an essential part of the evolution of the Premiership. Thus, the convention that sovereigns do not attend Cabinet meetings (at their pleasure) was established primarily through royal indifference to the everyday tasks of governance. The president minister was held responsible for calling meetings, presiding, taking notes, and reporting to the Sovereign. These simple executive tasks naturally gave the president minister ascendancy over his Cabinet colleagues, hence the title of "President" Minister.

The Woodlandia president minister serves at His/Her Royal Highness's pleasure, meaning the post does not have a fixed term. Once appointed and sworn in by the Prince, the president minister remains in office until he or she resigns, is dismissed, or dies. The lifespan of parliament is limited by the constitution for life.

When holding the titled position in office, Woodlandia continues the tradition of using the title President Minister when one is speaking to the head of government directly; the Royal Woodlandia Historical Society advises that it is incorrect to use the term Mr./Madam President Minister. The written form of address for the president minister should use his or her full parliamentary title: His/Her Excellency [name], [post-nominal letters], President Minister of Woodlandia. However, while in government, other members of parliament may address the president minister as His/Her Excellency President Minister. Former president ministers retain the prefix the Right Honourable for the remainder of their lives.

In Woodlandia it is often considered traditional for the monarch to bestow a knighthood on newly-appointed Woodlandia president ministers. Accordingly, after the honour of knighthood is bestowed, Woodlandia president ministers carry the prefix Sir before their name.

One official residence is provided to the president minister— a secluded retreat in Freedom, Woodlandia—as well as the Office of the President Minister. For transportation, the president minister is granted a vehicle and the use of aircraft for international and domestic trips. The Royal Woodlandia Guards also furnish constant personal security for the president minister and his or her family while performing official duties. All of the aforementioned is supplied by the Prince/Princess-in-Council through budgets approved by parliament, as is the president minister's total annual compensation of WAS$?. The president minister's total compensation consists of the President Minister Staff Salary of WAS$?, the President Minister Office Salary of WAS$?, and the President Minister Car Allowance of WAS$?.

Should a serving or former President minister die, he or she is accorded a state funeral, wherein their casket lies in state and a state memorial is thrown in his/her honour.
