The pattern is a mix of public-sector programs and public-private collaborations that translate provincial big-data and AI priorities into concrete, user-facing services, rather than treating digital humans as demonstrations detached from real workflows.
In tourism, provincial authorities introduced a virtual guide called Huang Xiaoxi, developed under the Guizhou Provincial Department of Culture and Tourism (贵州省文化和旅游厅) with China Kweichow Moutai (贵州茅台) through its tourism-facing activities. Huang Xiaoxi is presented as an AI travel agent built on top of Guizhou’s big-data tourism model and embedded in the official Yima You Guizhou travel app (一码游贵州). Her advertised functions cover the full visitor journey, including answering questions, planning customized itineraries, enabling one-click hotel and ticket booking, guiding tours, and generating trip diaries, which positions her as a service layer sitting directly on top of provincial tourism data and transaction pathways.
Alongside tourism, Guizhou has applied digital humans to cultural communication and public information delivery. A local cultural-technology subsidiary produced a digital Wang Yangming avatar that delivers classical philosophy in first-person video and is framed as a virtual cultural ambassador for heritage sites. Museums in Guiyang have also experimented with interactive, character-based interfaces, including the provincial Geology Museum’s AI docent Guigui, a Guizhou dragon character that uses a language model to answer visitor questions and turn exhibits into interactive narratives. Government agencies have adopted related formats for policy communication as well, such as a transport department digital presenter used to explain a highway toll policy in video form, extending the same presentational logic into governance contexts.
In media and commerce, Guiyang has built production infrastructure and broadcast applications for avatar-based content at a larger scale. A local technology firm opened a metaverse volumetric-capture studio described as using more than one hundred cameras to create photo-realistic 3D digital humans for VR and AR uses, indicating investment in capture pipelines rather than only in software front ends. Since mid-2025, the narrative shifts toward incumbents consolidating these capabilities internally, with China Kweichow Moutai (贵州茅台) establishing a wholly owned subsidiary in January 2026, Guizhou Ai Maotai Digital Technology Co., Ltd. (贵州爱茅台数字科技有限公司), reportedly with RMB 600 million registered capital and a charter covering internet livestreaming technology, blockchain software and services, and integrated-circuit chip products.
