Develop a prioritized list of tools to purchase as a system-wide license, and implement the top two tools
Includes researching existing tools in use at individual colleges
Benchmark against specific gaps (e.g., universal design, rich media)
Identify two tools all colleges need and will collectively agree to use
Share methods of integrating open, web-based tools into current system tools

Help system understand the benefits of OER - why do it? (e.g., open textbooks relate to access and student debt load)
