January 5 1908 City of Perry Council minutes

Council met this day in regular session. Present J. T. Blair, B. P. Blanton and D. G. Malloy

            The following officers made reports, L. W. Blanton Mayor, J. W. Hawkins Marshall, J. M.  Hawkins, Collector and W. A. Hendry Treasurer. Reports were accepted and ordered filed.

            D. Michelson being present claimed that he was not in business on the 1st day of August 1907, therefore, was not entitled to pay taxes.

            Upon motion he was relieved of said assessment and collector is herein instructed not to demand payment on said taxes.

            D. _. Blanton in behalf of the Taylor County State Bank, asked that they be relieved of 50% valuation of their capital stock as the stock is not worth more than 50% on the dollar.

            Upon motion amt. asked for was granted. It was moved and duly carried that all the banks in town be allowed 20% discount on assessed evaluation.

January 17 1908 City of Perry Council minutes

            Council met in call session

            The council was called order by the president and the following answered to their names:

            J. T. Blair, D. G. Malloy, R. H. Vereen and T. C. Jones.

            The Mayor being present stated the object of the meeting to be the hearing of complaints on tax assessment.

            W. B. Davis stated that he the Davis Livery Co. was over assessed and asked for a relief of $1080.00, A. J. Johnson in behalf of the Johnson Lipscomb Company asked for a relief of $1200.00 same being an over assessment.

G. R. Battle asked for a relief of $1000.00 on the D. S. Register Company stock of merchandise, same being an over assessment.

G. R. Battle asked for a relief of $1000.00 on his brick building and $300.00 on his dwelling both being over assessed.

J. D. Renfroe in behalf of the Perry Ice and Power Co. asked for a relief of 50% of assessed valuation on said property.

After much investigation and consideration the council by their best judgement decided that the above mentioned property was fairly assessed therefore it was moved and duly carried that the reduction asked for be not granted.

 

 

March 4 1908 City of Perry Council minutes

 

              J. D. Renfroe Chief of the Fire Department tendered his resignation as Chief to take effect at once. It was moved and duly carried that same be accepted

            R. F. Butler tendered his resignation as Asst. Chief of the Fire Department and upon motion same was accepted.

            Upon motion J, M, Hawkins was elected Chief of the Fire Department of the Town of Perry for the term of one year without any compensation.

            Upon motion the Water and Fire Committee, is hereby requested and empowered to make any and such arrangements for the pumping of water for the town that in their judgement is best and to the best interest of the council.

            Upon motion T. B. Puckett was allowed to pay the taxes on the south half of Block Seven(7) in the Town of Perry of an assessed value of $1500.00 the same being the South half of the Faulkner Hotel Block.

 

 

April 8 1908 City of Perry Council minutes

 

            M. L. Adams submitted in writing to the council a proposition to furnish water for the town from Adams Springs.

            Upon motion the same was deferred until a later date.

 

 

May 6 1908 City of Perry Council minutes

 

It was moved and duly carried that the fire companies be discharged and they are hereby duly notified of same.

            It was moved and duly carried that the Clerk make note to the Eureca Fire Hose Co. for settlement as pay __________ for hose, reel & etc.

 

 

August 5 1908 City of Perry Council

          Mayor R. O. Sellers being duly sworn into office as Mayor of the Town of Perry, Fla. being present with the Councilmen and Clerk elect did proceed to administer oath of office to the above named officers elect. All the Councilmen being present the proceeded to organize by electing A. R. Denmark President Pro Tem and nominations were declared in order president of council whereupon W. W. Tyson nominated and duly elected as president of Town Council for this year. After taking seat he proceeded to appoint his standing committees as follows:

February 2nd  1909 City of Perry Council minutes

              Upon motion H. C. Sparkman was granted a permit to erect a shut iron building on lot near Florida Railroad fronting Jefferson St. East.

            Upon motion H. M. Sutton was allowed reduction of $600.00 on vacant lot north of S. H. Peacock mill assessed at $1000.00 and $400.00 - reduction on stable property assessed at $2400.00

              Upon motion a committee was appointed to have a boiler shed and hose house built, which was agreed to and A. R. Denmark, B. P. Blanton and G. A. Collins were appointed.

              The Council met in regular session.

            Upon roll call the following were present, W. W. Tyson, R. H. Vereen, A. R. Denmark and G. A. Collins. A quorum present.

            Minutes of last meeting being read and changed to read that J. M. Hawkins resignation was not excepted.

            G. A. Collins was appointed to fill the unexpired term of S. J. Faircloth on Street Committee

            The clerk was instructed to pay note $288.93 due Eurica Fire Hose Co. when presented for payment.

May 6th 1909 City of Perry Council minutes

              A motion made by G. A. Collins was duly carried that the town hire a night man to come on duty at 6pm and to serve until 6 am at a salary of $30.00 per month.

 

 

August 3rd 1909 City of Perry Council minutes

Upon motion the Florida Railroad was granted the right to build a side track across Jefferson St. to Collins and Fletcher building. All rails and cross ties must be on a level with the surface of the street. Said side track must be moved in seventy days from this date and street put in as good condition as it is at present.

One bill paid was to:

Inman Printing Co. for printing tickets - $1.50

Upon motion the Florida Railroad was granted the privilege to build a spur track crossing Green Street to S. H. Peacocks building under the same restrictions of track built to Collins and Fletchers building on Jefferson Street.

Mr. D. G. Malloy representing the Perry Electric Co. was present and _______ to the council to burn twenty four arc lights at one hundred dollars per month with moon light causes lights to burn one hour after moon light and to be burned one hour before moon light.

            Mayor J. M. McKinnon being present and duly sworn into office as Mayor of the Town of Perry, Fla. and being present with the councilmen and clerk elect. All the Councilmen being present The Mayor then did proceed to administer oath of office to the above named officers elect. G. A. Collins President Pro Tem. Motions were declared in order for permanent President of Council. whereupon W. W. Tyson was nominated and duly elected as president of the council for the year. After taking his seat he proceeded to appoint his standing committees as follows:

October 5th 1909 City of Perry Council minutes

              Mr. J. A. Collier of Moultrie, Ga. was appointed marshal of the town to fill the vacancy caused by the death of marshal  J. M. Hawkins

 

 

November 16th 1909 City of Perry Council minutes

              The action of the quarterly conference to transfer the cemetery property now belonging to Methodist Church was presented to the council by John C. Calhoun and upon motion the same was excepted and the president was by said motion authorized to appoint a cemetery committee to have charge and over sight of the came. Whereupon the following were appointed as said committee, John C. Calhoun, B. P. Blanton, S. H. Peacock Sr. and W. A. Hendry.

 

 

December 6 1909 City of Perry Council minutes

              Council met this day in regular session.

            Upon roll call the following councilmen were present, W. W. Tyson, President, R. H. Vereen, J. T. Blair and G. A. Collins. Upon motion reading of the minutes of last meeting was dispensed with.

January 14, 1910 City of Perry Council minutes

          The Council met in called session and Mayor pro tem W. W. Tyler being present stated the object of the meeting was to accept the resignation of J. W. McKinnon as Mayor and elect a successor for the un-expired term. The meeting was called to order and upon roll call the following Councilmen answered to their names - W. W. Tyson, B. P. Blanton, J. T. Blair, R. H. Vereen and G. A. Collins. A quorum present.

            Upon motion the resignation of J. W. McKinnon was accepted.

            The next order of business being the election of a mayor for the un-expired term. W. E. Battle was placed in nomination and upon motion he was appointed to take effect upon his taking the oath of office. Mr. Battle was notified of his appointment and immediately took the oath of office and entered upon the duties of mayor

 

 

 

January 14, 1910     J. W. McKinnon resigned as Mayor and W. E. Battle was appointed by the council.

 

 

February 21, 1910 City of Perry Council minutes

          The council is to consider a preposition of the County Commissioners for the old Jail as to buying same and the employment of an attorney for the Town. Upon motion W. B. Davis was employed for the City Attorney for one year upon motion J. T. Blair, G. A. Collins and B. P. Blanton were appointed to confer with the County Commissioners as to the purchase of the old jail.

 

 

 

March 22, 1910 City of Perry Council minutes

Upon motion J. P. Jones was instructed to make contract with South Georgia Railroad to furnish water for 3 regular trains and one extra at $22.50 per month.

 

 

 

 

 

 

 

 

 

 

 

 

 

May 2nd 1911 City of Perry Council minutes

 

On motion S. H. Peacock was given permission to move his wood store building down Washington Street providing he leaves street in as good condition as before the building was moved over it.

 

 

September 19, 1911 City of Perry Council minutes

The Town Council of the Town of Perry, Fla. met this day in regular session. Present J. T. Blair, President; T. J. Allen, M. L. Adams and L. M. Caswell. Minutes of last meeting was read and on motion adopted.

 

On motion of Mr. Allen the following resolution granted the Perry Manufacturing Co. privilege to build spur track for convenience of their business on certain streets in West Brooklyn was adopted.

 

Whereas, the Perry Manufacturing Company desire to erect a plant for the purpose of manufacturing of lumber, shingles, and etc., on their property adjoining Conley and San Pedro Avenues and for their convenience and the furtherance of their business desire to construct a railroad track to connect their property with the Live Oak, Perry & Gulf Railroad and the Atlantic Coast Line Railroad be it therefore resolved, that we The Mayor and Town Council of the Town of Perry, Fla. do hereby grant them the privilege of constructing a single track on Conley and San Pedro Avenues between The Live Oak, Perry & Gulf Railroad and the and the Atlantic Coast Line a distance of about 1600 feet.

 

On motion of Mr. Allen the Town Council agrees to furnish 4 in water main to the plant of the Perry Manufacturing Company when their plant will be ready to begin the use of water.

 

On motion of Mr. Allen it is ordered that an inch pipe will run from the nearest joint on water main to County High School building.

 

On motion of Mr. Allen it was resolved by the Council that they go as a body and investigate the Town Jail for the purpose of determining about repairs and sewage for same.

 

On motion of Mr. Adams a resolution was adopted instructing the Street Committee to make investigation with reference to extending Green St. east and estimate cost of building a bridge on said street over Spring Creek and report at next meeting.

 

On motion of Mr. Adams the following resolution was adopted: Be it resolved by the Town Council of the Town of Perry, Florida that all property owners owning property on the South side of Main St. between Jefferson and Alston Street be required to put down cement side walks of a uniform width of five (5) feet back from the curb and that such owners be required to put down such walks within ninety (90) days from the time of receiving notice as required by ordinance. Be it further resolved as aforesaid that all persons or others owning property on South side of Green Street between Jefferson Street and Aranna Street be required to put down cement side walks of a uniform width of eight (8) feet as far east as Vereen's Store and that said walks be put down in ninety (90) days from the time of receiving notice as required by ordinance. Be it further resolved as above that all persons or corporations owning property on North side of Main Street between Jefferson Street and Orange Street be required to put down cement side walks adjoining their property as above of a uniform width of eight (8)  feet back from curb also that property owners owning property on the west side of Orange Street be required to put down walks of cement a uniform width of six (6) feet back from curb between Main Street and Leon Street and that said work be done within ninety (90) days from the time of notice as required by ordinance.

 

On motion of Mr. Caswell the old work shed on the property of Mr. J. A. Putnal immediately north of the court house square be and the same is hereby condemned and ordered removed within fifteen (15) days.

 

On motion of Mr. Caswell the Sanitary Committee is instructed to have the mill yard of Mr. S. H. Peacock put in good sanitary condition at once.

October 8, 1912 City of Perry Council minutes

              The town council of Perry met in regular session and upon the call of roll the following councilmen answered to their names -  J. T. Blair, T. J. Allen, L. M. Caswell, M. L. Adams and W. A. Hendry the minutes of the last regular and intervening meeting were read and approved

The reports of the mayor and marshall were examined and found to be correct and upon motion accepted. The report of the clerk and treasurer were examined and found to be correct upon motion it was accepted.

The Street Committee reported that it had examined the several railroad crossings and that they were in bad condition and also that the bridge at the Adams Spring was in bad condition but that they had taken steps to have them fixed and the bridge repaired.

The special committee appointed to confer with the county commission in reguard to fixing of the side walks around the court house square reported that they had conferred with said county commissioners and that they would build the side walks around the public square provided the town would keep the cows off the streets. On motion of L. M. Caswell the report was accepted. Upon motion it was ordered that the notice to the different railroad as to the matter of crossings be recorded in the minutes as follows

To the several railroad companys operating roads in through and out of Perry, Floirda.

Under chapter 62.33 laws of 1911 you are hereby required to build and repair the street crossing herein after designated within thirty days from date of the service upon you of this notice said street crossing being in the Town of Perry Florida and this notice being given you under the order of the town council of the Town of Perry Fla

Atlantic Coast Line Railroad -

First} at the crossing on Main Street where road crosses the street you will remove the dirt and embankment thrown up on the sides of the track and will fill up the barrow pita and holes so that street will be level with track also remove wood and obstructions on street where right of way crosses street and make crossing between the railroad and inside of rails and between the tracks out of good hard lumber not to be less than 20 feet wide along the railroad with the approaches to the track to be easy and graded other material maybe used provided it meets the approval of the street committee.

Second} at the crossing of Green Street you will raise the track to make it level with the street and make the approaches easy and gradual and will make the crossing as is provided for the crossing as is provided for the crossing on Main Street and will use the same material as is provided in repair of Main St and will also repair the side walks where it crosses your road on the south side of Green St.

Third} at the crossing of Drew Avenue you will construct a crossing of the same material as the crossing on Main St but only to be ten feet wide and will make the approaches to the road easy and gradual and with as little slant as practicable.

Fourth} where Willow Avenue and Alston Street crosses your road and where your road crosses the Live Oak, Perry & Gulf Railroad in the crossing of Willow Avenue and Alston Street you will fill all holes and barrow pits and excavations and make level with the railroad track said crossings to be the same width and of the same material as that provided above with reference to repairs of Main St.

Five} where Hampton Springs Avenue crosses your road at the crossing of the South Georgia and West Coast railroad you will make the crossing of the same material and the same width as above provided for Main St. and will also fill all holes, barrow pits and excavations as provided for Main St and remove any embankment and obstructions that may be on the right of way in this Avenue.

Sixth} where Spring Place West crosses your road you will make a crossing not less than ten feet wide with easy approaches and as little slant as practicable and of the same material as other crossings

 

The South Georgia and West Coast Railroad Co.

First} at the crossing of Main and Green Streets you will construct and repair those crossings of the same material as the streets along there are paved with or such other material as may be approved by the Street committee of the town and will make such crossings not less than the paving in width and of the same width as the paving of the streets and will so fill in between the track and rails as to make the crossing easy and with as little jolt as practicable and will also make the approaches to these crossings as easy as practicable you will also grade Main Street near the crossing so as to avoid the sudden rise in the approach to the crossing on this street.

Second} also extend the work from Green St up Calhoun St going north as far as track or right of way runs along Calhoun St up to and beyond Main St and so as to make the turn from Main St up Calhoun going north to be easy and to be built of the material now being used in repairing Clahoun St.

Third} where Lafayette St crosses your line of road you will remove obstructions and fill all barrow pits, holes and excavations and will make the streets on a level with the road and will repair the crossings with good hard timber of sufficient thickness as to make the approaches easy over rails or of such other material as may be approves by the street committee and be not less than 20 feet wide.

Fourth} at the crossing of Bay and Cabbage Streets you will make the same repairs and constructions as provided for Lafayette St and of the same material and same width.

Fifth} you will make the same repairs and constructions on Drew Avenue, Willow Avenue and Hampton Springs Avenue each as herein before specified for Lafayette St and of the same material and the same width.

Sixth} you will so repair the side walks on the south side of Green St where the said street crosses your road and make such side walks of the same material and of the same width as the side walks on the south side of Green St is made near and on the sides of Calhoun St where the said Green St crosses the said Calhoun St.

 

The Florida Railroad Company

First} you will repair the crossings of Jefferson and Washington Streets and make such repairs of the same material as the streets are paved with, or such other material as may be satisfactory to the street committee and you will make those crossings of the same width as the paving of the streets and near such crossings and will also so fill in between the tracks and rails and rise the tracks where necessary as to make the approaches easy and with as little jolt in crossing as practicable

2 and 3} you will construct and repair the crossings at Quincy and Arrana Streets and will use good heart timber of such thickness as to make the jar or jolt as slight as practicable and the crossings shall be not less than 20 feet wide

3rd} you will construct and repair the crossings of Drew Avenue and Hendry Avenue and use good heart timber of sufficient thickness as to make the jolt in crossing as slight as practicable and make the crossing on these Avenues not less than 15 feet wide in construction or repairing you may use such other material as may be satisfactory to the street committee and will remove all embankments and obstructions on the right of way and will so grade the streets or raise the track as to make as little slant as practicable and you will fill all holes, barrow pits or excavations on the right of way in the street.

 

The Live Oak Perry and Gulf Railroad Company

Under chapter 62.33 laws of 1911 of the State of Florida

You are hereby required to build construct and repair the crossings on your road of the following streets

 } Alston Street, Willow Avenue and Hawthorne Place in the Town of Perry Florida such crossings to be constructed and repaired within thirty days from the service upon you pf this notice in making such crossings or in repairing the same where repairs only are necessary you will use good heart pine lumber of sufficient thickness as to make as little jolt as practicable in crossing and so as to make the approaches as easy as practicable and make the crossings not less than 20 feet wide in each instance you will also remove all obstructions and embankments on the right of way in the said streets and will fill all holes, barrow pits and excavations and will so grade the streets or raise street or lower the track where necessary so as to leave as little slant as practicable as provided by section one of chapter 62.33 laws of 1911

All the above crossings are to be made with as little slant as practicable as provided by sec 1 of chapter 62.33 laws of 1911 the street committee of the town of Perry Fla. will take pleasure in supervising work and cooperation with you to the extent of advising and determining as to the best method of building or repairing any street crossing having forever the best interest of the town in view.

October 21st 1913 City of Perry Council minutes

Council met this day in regular session with the following members present.

J. T. Blair, T. J. Allen, A. C. Kerby and W. A. Hendry.

The meeting was called to order by the Pres. minutes of previous meeting was read and approved.

Reports of committees was called for and W. A. Hendry for the Water & Fire Protection Committee reported that 1000 feet of fire hose had been purchased and would be ready for use in a few days. Also the committee had under advisement the building of a house to keep the hose and other fire apparatus in.

 

 

November 18th 1913 City of Perry Council minutes

Council met this day in regular session with the following members present.

J. T. Blair, T. J. Allen, A. C. Kerby and W. A. Hendry.

The meeting was called to order by the Pres. minutes of previous meeting was read and approved.

T. J. Allen for the Water and Fire Protection Committee reported that contract had been let for construction of fire house size 16 X 24 feet for the sum of $50.00 for labor thereon.

 

 

 

December 2nd 1913 City of Perry Council minutes

Council met this day in regular session with the following members present.

January 28th 1914 City of Perry Council minutes

Council met this day in call session and the following resolution was passed.

Whereas it has been made known to the town council of the Town of Perry, Fla. that the Burton-Swartz Cypress Co. of Florida a corporation contemplates locating a cypress mill in the near future and that it is possible that such mill will be located near Perry, Florida; and

Whereas, the town council of the town council of the town of Perry, Florida are desirous of having the said Burton-Swartz Cypress Company of Florida locate its said mill within or near Perry.

Therefore the said town council of the town of Perry, Fla. in called session assembled hereby pledge to the Burton-Swartz Cypress Company of Florida in the event such cypress mill is located near Perry, Florida to do what is possible to be done to present the corporation limits of the town of Perry being extended so as to include the location and plant and in the event the corporate limits are extended so as to include the saw mill location and plant, then the town council pledges itself to do what is possible to secure an exemption to the plant and location from municipal taxes and assessments of the said town of Perry, Florida.

Reports of committees was called for and A. C. Kerby Chairman of the Street Committee reported that the bridge on Jefferson St across Spring Creek was almost completed he also reported that side walks was badly need in several blocks on Green and Jefferson Streets.

              The matter of organizing a volunteer Fire Department was referred to the Water and Fire Protection Committee.

 

April 21st 1914 City of Perry Council minutes

Council met this day in regular session with all the members present.

Minutes of previous meeting was read and after correction approved.

Reports of committees was called for and the Chairman of the Street Committee reported that the streets were still being improved.

The Chairman of the Water and Fire Protection Committee reported that the matter of organizing a volunteer Fire Department had been taken up and progress was bring made.

The resignation of H. C. Vick as marshal to take effect May 5th was read and on motion accepted.

E. P. Parker was nominated to fill the unexpired term of H. C. Vick (resigned) and on motion was elected marshal.

 

 

 

 

 

June 16th 1914 City of Perry Council minutes

On motion it was ordered that the Chairman of the Street Committee purchase 100 gallons of road oil for the use on the streets of Perry.

 

The following resolution was introduced and after discussion and motion was duly passed:

Whereas, it has been made to appear to the town council of the Town of Perry, Florida that the Burton-Swartz Cypress Company of Florida is desirous of using Drew Avenue (Street) for the purpose of building a train road in a westerly direction from the Atlantic Coast Line Railroad, and,

Whereas, it appears to the town council that it will be better for the said Burton-Swartz Cypress Company of Florida to use the said Drew Avenue than to go with its log trains up the Atlantic Coast Line through the town;

Therefore, it is resolved that the privilege of  building a track on the South side of Drew Avenue west from the Atlantic Coast Line to the plant of the said Burton-Swartz Cypress Company of Florida be and the same is hereby granted to the said Burton-Swartz Cypress Company of Florida, with the understanding that the street crossings be kept at all times in good condition and repair and so as to be easily and conveniently used by the public, and that the town be saved harmless as to damage on account of the using of the said street and that the said train road be so built as to not interfere with the sewer and sewer pipes down said Drew Street and neither shall the use of such sewer be interfered with or obstructed, and it is further ordered the matter be referred to the Ordinance Committee with the request that an Ordinance be prepared looking to the protection of the Town in the matters above mentioned and the proper confirming this resolution.

 

 

September 8th 1914 City of Perry Council minutes

              On motion the reorganization of the Fire Department was referred to the Chairman of the Fire Committee, he being empowered to employ Chief, Deputy & eight members and fix their compensation.

 

 

September 10th 1914 City of Perry Council minutes

              Council met this day in special session. The meeting was called for the purpose of reorganizing the Fire Department.

            All members present.

            On motion the following officers and members of the Fire Department were confirmed and their salaries fixed.

Chief, C. R. Adams - Salary 5.00 per month

Asst. Chief, B. O'Quinn - compensation 2.50 per month

Members, H. Clay Parker, W. H. Clark, L. B. Clark, L. J. Wilson, R. L. Thompson, Edgar Faulkner, Tally Griner, O. M. Willis, said members compensation were fixed at 2.50 per month

            On motion the Fire Committee was empowered and ordered to install the necessary equipment for said Fire Department.

            On motion Council adjourned subject to call.

            On motion Mr. Adams was authorized to clean off the City Hall lot and clean up same and remove the hog pen.

            On motion the hose house in rear of the Perry Banking Co. be turned over to J. H. Scales for his disposition.

 

 

June 22 1915 City of Perry Council minutes

 

Town Council met this day in regular session.

            Present W. T. Hendry, A. C. Kirby and J. T. Blair

            Minutes of last meeting were read and approved.

            The Water Committee recommended that the Perry Foundry and Machine Works be given contract for 150 meter boxes @ 1.50 each. On motion said report was accepted and contract for said meter boxes was ordered made.

               

 

 

 

 

 

 

 

 

August 8th 1916 City of Perry Council minutes

Town Council met this day in regular session.

Present W. T. Hendry, J. H. Scales, C. M. Calicott, H. C. Parker

On motion the following resolution was adopted

Whereas, Block 15 of the original Town of Perry Florida owned by S. H. Peacock and on which a dilapidated Saw mill and cotton Ginnery is located is a nuisance and menace to the health of the people by reason of being lower than the adjoining streets, which subjects said lands to overflow and the accumulation therein of ponds of water and whereas said lot of land should be cleaned if rubbish and all decayed sawdust and wood and be filled with earth to the level and on the grade of the sidewalk adjacent there on Jefferson St so that water will not accumulate and stand thereon.

Therefor be it resolved by the Town Council of the Town of Perry, Florida that said S. H. Peacock be and he is hereby directed to fill said lot of land with earth to the  to the grade of the sidewalk on Jefferson Street adjoining thereto and further that said improvement of said lot be commenced in good faith within ten days from date hereof and be completed within thirty days from date hereof.

As pronounced for in Section 1029 Gen. Statues of Florida and resolved further that if said S. H. Peacock shall not so fill in said lot of land within the time as aforesaid then said Town Council shall cause same to be done and have a lien on said lot as provided for by Section 1039 Gen Statues State of Florida.
