First, the events in chronological order. Then I will describe what is happening to me and to other people.
Based on what was happening earlier, I assumed that some kind of aggressive action would occur and, returning from a walk, I turned on the video recording. As I was approaching my car, a brand new police Renault Duster, license plate 2145, drove past me. I got into my car and was about to go home, but the police put on masks, returned and attacked me. In order to return, they violated traffic rules twice: without turning on special signals, they crossed a double solid dividing line twice...
From the recording of the event itself, it is clear that while reforming the Ministry of Internal Affairs of Ukraine, the US Embassy and the EU mission did not care at all about legal instruments for monitoring the actions of the police. This post demonstrates that in Ukraine there are no legal instruments to curb police crime, there is no force that would prevent a police officer from completing his crime, there is no authority that would stop a crime committed by police officers right in the process of committing it. This state of affairs has turned the reformed police into an instrument of violence that can be used by anyone who pays.
A person who has been beaten by police officers cannot count on medical care.
I believe that this will either lead to people starting to self-organize into anti-garbage squads, or another anti-garbage uprising will occur.
This is what my car looked like after the cops attacked. The cops tore off my posters that were attached to the rear windows and threw some of the stuff from the trunk onto the asphalt:
But in my opinion, the most striking characteristic of the garbage orks who attacked me was their demand: "Apologize!"... I will devote a separate chapter to what exactly I should apologize for a little later...
In general, immediately after the attack, having made several unsuccessful attempts to gain access to the laws by phone calls to the state authorities of Ukraine, I returned home and began to find out what normative act is behind the ban on using video recorders, and also whether patrol officers have any authority to check people's phones...
After returning home, I first called the State Bureau of Investigation and left a statement on their answering machine about the commission of a criminal offense by the police. That is, it turned out that the Ukrainian "FBI" does not have any officer on duty who could begin to act immediately. There is no one to catch criminals in uniform by the hand... Not provided! Answering machine!
Then I called the SBU and they told me that it is prohibited to use video recorders, but they didn’t say on the basis of what regulatory act... It is prohibited and that’s it.
Having realized that no one would conduct any investigative actions because the authorities simply did not care about it, I took samples from my face skin myself:
Then I started to study the issue... It turned out that there are no regulations that give patrol officers the authority to check people's phones. It also turned out that it is impossible to find a regulation prohibiting the use of car DVRs in the Dnipropetrovsk region. Trying to figure it out, I found out that at least some information about the ban is only on Facebook - the account of the Verkhovna Rada of Ukraine...?? The Center for Strategic Communications and Information Security published a message there. At the end of this message, it was written, verbatim, that this decision of the military command was communicated to representatives of the military administrations, who should announce it to the population. Then I found information that the head of the Kharkiv OVA, Sinegubov, on March 21, 2022, issued the corresponding order No. 14 / B. I did not find any information about a similar order of the Dnipropetrovsk OVA, and after that I started calling government agencies in order to find out what was happening ...

At first I didn't realize that the cops had beaten me up quite badly, but 2 days later, on March 28, 2022, seeing that quite large bruises were starting to appear on my shoulder and ribs, I decided to have the bruises documented and on March 29 I went to the Dnipropetrovsk Regional Bureau of Forensic Medicine. The expert's report is published below. Also, expert Zubov told me to take an X-ray of my chest to check for a crack or a rib fracture. Due to air raid sirens, sleep disturbances, and psychological terror organized by the cops, as well as the fact that at first I didn't seem to feel much discomfort, I didn't go to get an X-ray right away, but then, for about 2-3 months, I periodically felt a dull, quite severe pain at the site of the blow - that is, most likely, a rib crack, or maybe a fracture, was there.
Then, on April 4, in the afternoon, I called the Ukrainian FBI again:

After listening to this recording, one can compare how much this - the actions of investigator Velichko - differs from the news about the effectiveness of the State Bureau of Investigation, which periodically appears in the Ukrainian media...
