2009 05 26. Anti-Semitism.
Long before he gained power and became a dictator, while still a simple provocateur and propagandist, Hitler wrote in one of his letters that... "...emotional anti-Semitism, which could lead to Jewish pogroms and chaos, cannot be allowed. He believed that Germany needed a targeted intellectual anti-Semitism and a strong government capable of pursuing such a course."
I will cite several documents demonstrating this doctrine of Hitler in action: the reaction of Ukrainian law enforcement agencies to a citizen's statement about a crime committed on the basis of racial hatred.
In Ukraine, racist threats and crimes on the basis of racism are registered as simple offenses or domestic quarrels, or... ignored by the authorities altogether.
In addition, I believe that the authorities encourage such crimes, using them as a lever of pressure, for extortion, or as a camouflage for persecuting and suppressing dissenters.
