The purpose of this program is to improve the quality of owner-occupied, single family housing in the Village of Ilion. By providing direct grants to cover the cost of necessary repairs and improvements, the Village hopes to eliminate health and safety hazards and help owners make other general improvements. Funds for this program have been award to the Village of ilion by the NY State Housing Trust Fund and the NY State Affordable Housing Corporation through the New York State Office of Community Renewal.
The program is administered by Shelter Planning & Development Inc..
Who is eligible?
To be eligible, homeowners need to:
Own and reside in a single family home within the Village of Ilion. The deed must be recorded in the County Clerk's office.
Be current on your mortgage
Have an income below the U.S. Housing & Urban Development (HUD) limit for the area
Be current on all property taxes, sewer, water and other municipal fees.
Have property insurance
If I qualify, will I receive a grant automatically?
Any home owner who needs assistance should apply. Households with very low incomes, the elderly, disabled and families with members who are receiving in-home supportive services from an eligible agency have priority.
What kind of improvements can be made?
Structural defects to the roof, frame and foundation will be given first consideration. Priority will then be given to other building components, which may affect the safety of the residents. For example: faulty wiring, plumbing, heating systems, unsafe windows and entrances and other items determined by the rehabilitation coordinator.
How much funding can I receive?
The amount of the grant that you can receive will depend upon the rehabilitation needs of the property as determined by the Project Manager, Shelter Planning & Development, Inc.
I'm not sure of what needs to be repaired on my house. Will someone be helping me?
A qualified rehabilitation coordinator will inspect our house and help you decide what repairs need to be made and will supervise the work until it is completed.
Will these funds have to be repaid?
Homeowners will generally not be required to repay the grant. If the homeowner sells or transfers the property for a period from 5 to 10 years after the grant is awarded, a portion of the gran amount will go to the State.
Can I do the work myself?
No. All work must be completed by a pre-qualified contractor. You will be provided with a list of those contractors that meet insurance and lead certifications.
Can I use a contractor that isn't on the list?
Yes, if the contractor meets all qualifications to be placed on the list. Qualified contractors are welcomed and encouraged, especially minority and women owned businesses!
How long do I have to apply?
Applications will be accepted on a continuous basis. Priority goes to those households with the lowest incomes and whose home needs critical repairs.
What are the income limits?
Gross household income of the household cannot exceed the following HUD limits:

What income is counted?
All income from household members is counted. This includes wages, social security, unemployment, disability, child support, pension income, etc. You will be asked to verify all sources of income when requested to submit a full application.
