ARTICLE III, Parking, Standing and Stopping
§ 239-11. Application of Article.
The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
§ 239-12. Parking prohibited at all times.
A No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule VIII (§ 239-32), attached to and made a part of this Part 1.
B Parking shall be prohibited as follows:
(1) On all Village of Ilion streets where no traffic control device is located, within thirty (30) feet of the nearest intersecting roadway.
(2) On all Village of Ilion streets where there is a stop sign, traffic light or traffic control device controlling traffic at the intersection, within fifty-five (55) feet of the intersecting roadway.
§ 239-13. No stopping.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule IX (§ 239-33), attached to and made a part of this Part 1.
§ 239-14. No standing.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule X (§ 239-34), attached to and made a part of this Part 1.
§ 239-15. Parking prohibited certain hours.
No person shall park a vehicle between the hours specified in Schedule XI (§ 239-35) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XI, attached to and made a part of this Part 1.
§ 239-16. Time limit parking.
No person shall park a vehicle for longer than the time limit shown in Schedule XII (§ 239-36) at any time between the hours listed in said Schedule XII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XII, attached to and made a part of this Part 1.
§ 239-17. Angle parking.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIII (§ 239-37) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
§ 239-18. Loading zones.
The locations described in Schedule XIV (§ 239-38), attached to and made a part of this Part 1, are hereby designated as loading zones.
§ 239-19. Taxi stands.
The locations described in Schedule XV (§ 239-39), attached to and made a part of this Part 1, are hereby designated as taxi stands.
§ 239-20. Bus stops.
The locations described in Schedule XVI (§ 239-40), attached to and made a part of this Part 1, are hereby designated as bus stops.
§ 239-20.1 All-night parking.
A November through March. All-night parking is hereby prohibited on all village-owned and -regulated streets, avenues, lanes, places and municipal-owned or -maintained parking lots within the Village of Ilion between the hours of 2:00 a.m. and 6:00 a.m. from November 1 through March 31, unless otherwise regulated, posted or exempted by ordinance or resolution of the Board of Trustees of the Village of Ilion
B April through October. All-night parking is hereby prohibited on all village-owned and -regulated streets, avenues, lanes, places and municipal-owned or -maintained parking lots within the Village of Ilion between the hours of 3:00 a.m. and 5:00 a.m. from April 1 through October 31, unless otherwise regulated, posted or exempted by ordinance or resolution of the Board of Trustees of the Village of Ilion.
C Exemptions. Exemptions to the all-night parking regulations of this Article shall be as described below:
(1) The village-owned parking lot on the west side of Arlington Avenue.
(2) The parking lot on the north side of East State Street at its intersection with View Terrace.
(3) The village-owned parking lot at the west end of Lester Avenue.
(4) The three (3) spaces in the cutout on East Clark Street near Catherine Street in front of 123 East Clark Street.
(5) The northerly twelve parking spaces in the Central Plaza parking lot on the Eastside of West St. and the west side of said parking lot along West Street when posted.
(6) There will be no overnight parking allowed in the Village owned parking lot on the West end of Lester Avenue between November 1 and April 15th .
§ 239-20.2. Parking on village property.
A The parking of vehicles is hereby prohibited on Village of Ilion property day and night unless otherwise posted or permitted by the governing body of the Village of Ilion.
B Boats, campers and trailers are not permitted on village property unless attached to a motor vehicle which has valid insurance, inspection and registration for highway use. Vehicles that are parked on village property must be legally registered, inspected and have valid insurance for highway use. If the above are not valid, the vehicle will be illegally parked and subjected to appropriate fines and penalties.
§ 239-20.3. Handicapped parking.
The locations described in Schedule XVII (§ 239-41), attached to and made a part of this Part 1, are hereby designated as handicapped parking areas.
