A pdf file on the www.budget.ny.gov site shows that Ilion received the highest allocation of ARPA funds for Herkimer County. Ilion's total allocation was $786,459.17 for the Summers of 2021 and 2022 combined. These were the sources of funds to pay for the demolition of 3 properties. See the following for the exact numbers.

Per a post on the Village of Ilion's Facebook page, "Simply put, between ARPA (COVID) Funds and the Solid Waste Authority, the costs of these 3 homes being demolished will be covered at NO additional cost to the taxpayers of Ilion." The village was awarded these funds by Congress.
Per the August 31, 2022 Village Meeting Minutes, "to reduce the hours of Codes Enforcer to 30 hours per week, removing the Building Maintenance duties from the job description," we do not know who is responsible for Building Maintenance duties. The request to reduce hours was made by James Maxwell, the Codes Enforcer.
After reading all the 2022 Village Board Meeting minutes, it was finally determined that the cost to demolish 3 houses in the Village of Ilion was $49,500 and awarded to United contractors as the low bidder. It is not certain if these attorney fees should also be included in the demolition cost for the same 3 properties. In the August 22, 2022 meeting minutes, Attorney JK Hage was granted permission to perform a quick stub search for 3 properties not to exceed $500.
As of June 1, 2021, Ilion appointed James Maxwell to the Codes Enforcer position.
