Chapter 162, PARKS AND RECREATION COMMISSION
GENERAL REFERENCES
§ 162-1. Commission established
A Parks and Recreation Commission is hereby established within the Village of Ilion.
§ 162-2. Membership; terms of office
The Commission shall consist of five members, all of whom shall be residents of the village and to serve for terms not to exceed five years, except that members first appointed and designated have such terms that the terms of one of each of said Commissioners shall expire immediately thereafter at the end of the official year.
§ 162-3. Compensation of members
The members of said Commission shall serve without pay.
§ 162-4. Vacancies
Vacancies in such Commission occurring otherwise than by expiration of term shall be for the unexpired term and shall be filled in the same manner as for original appointment.
§ 162-5. Officers; promulgation of rules and procedure
The members of the Parks and Recreation Commission shall elect from their own number a Chairman and a Secretary and other necessary officers to serve for one year and may employ such persons as may be needed pursuant to law subject to the approval of the Board of Trustees. The Parks and Recreation Commission shall have power, subject to the approval of the Board of Trustees of the Village of Ilion, to adopt rules of procedure for the conduct of its business within its jurisdiction.
§ 162-6. Quorum
Three members of such Commission shall constitute a quorum, and no action shall be taken except by the concurring vote of three members.
§ 162-7. Minutes of proceedings; budget; other reports
A. The Commission shall cause to be kept by its Secretary minutes of its proceedings.
B. There shall be presented annually by said Commission to the Board of Trustees of the Village of Ilion a tentative budget showing anticipated expenditures for such fiscal year, and said Board of Trustees shall include in the annual budget of the Village of Ilion such sum as said Board of Trustees shall deem necessary, if any, to defray such expenditures. All funds so appropriated shall be in the custody of the Village Treasurer. No expenditures, however, shall be contracted for by said Parks and Recreation Commission without the approval and consent of the Board of Trustees of the Village of Ilion, and all expenditures for parks and recreation purposes shall be incurred, transacted, presented, audited and paid in the same manner as other expenditures of said Village of Ilion and subject to the restrictions and conditions governing payment of claims against said village.
C. Said Parks and Recreation Commission shall also furnish said Board of Trustees with such reports as may be required from time to time.
§ 162-8. Gifts of money
Any gift or bequest of money received for parks and recreation purposes, unless otherwise provided by the terms of the gift or bequest, shall be deposited with the Village Treasurer to the account of the Parks and Recreation Commission, and same may be withdrawn and paid out in the same manner as moneys appropriated for parks and recreation purposes, subject to the approval of the Village Board of the Village of Ilion.
§ 162-9. Maintenance of facilities; hiring of employees
Said Commission shall have authority, subject to the approval of the Village Board of the Village of Ilion, to establish and maintain parks, playgrounds and other recreational facilities reasonably connected with the operation of such parks, playgrounds and other recreational facilities and, for the purpose of carrying out such objects, may, subject to the approval of the Village Board of the Village of Ilion, employ such employees as it deems proper.
